The industrial agglomeration has gradually became an important form of re-gional industrial organization, which is also a general mode of economic develop-ment worldwide. But along with economic growth, the environmental pollution that restricts the sustainable economic development is aggravating. Environmental pollu-tion as a negative externality of industrial agglomeration easily is covered by its pos-itive externalities, so industrial agglomeration has been neglected in the research on environmental issues. Based on the life cycle theory of industrial ag-glomeration framework for economic analysis and research, combined with the in-dustrial agglomeration externalities in scale effects, spillover effects and correlation, this paper explained its impact mechanism of environmental pollution and found that industrial agglomeration had different effect of environment pollution in different stages. In addition, this article selected the 21 industrial panel data of manufactur-ing industry in China from 2005 to 2012 and constructed econometric models in-cluding the factors as industrial agglomeration level, technology, scale, openness, to test industrial agglomeration’s impact on environmental pollution from the angle of Chinese manufacturing industry inspection. Firstly, on the basis of four types of rep-resentative environmental indicators, such as wastewater emissions, dust emissions, smoke emissions etc. The entropy weight method was used to construct comprehen-sive evaluation index of environmental pollution. The results showed that under the control of Scale, FDI, Energy, R&D and Policy, the relationship between industrial agglomeration and environmental pollution is anti-N-shaped curve, the level of Chi-nese manufacturing industry was in a low degree of agglomeration, in the two turn-ing point of anti-N-shaped curve. Secondly, for the smog phenomenon, investigated the relationship between industrial agglomeration and smoke emissions, the results showed that the relationship has anti-U-shaped curve, in the left area of the turning point of the anti-U-shaped curve. Accordingly, this paper put forward some policy suggestions to further improve the level of industrial agglomeration to reduce the level of environmental pollution, eventually achieve a win-win between econom- ic growth and environment protection.In the view of theoretical analysis and empirical perspective, this paper studies the relationship between industrial agglomeration and environmental pollution, providing the evidence from Chinese manufacturing for international research, but also providing experiences and scientific decision-making for integrating economic growth and ecological civilization in developing countries.
