The report of the 19th national congress of the communist party of China clearly points out that it is necessary to promote the development of Chinese industries to the middle and high end of the global value chain and cultivate a number of world-class advanced manufacturing clusters.According to data from the national development and reform commission,industrial added value above a certain size will grow by 6.2 percent nationwide in 2018 and continue to operate within a reasonable region.The output of 60 percent of industrial products increased,and the export of industrial products grew steadily.New drivers of growth in the industry were relatively fast,among which the growth of high-tech manufacturing was accelerated,the growth of strategic emerging industries was accelerated,and the output of some emerging industrial products increased rapidly.Based on the theory of fiscal decentralization,the theory of environmental regulation and the theory of industrial agglomeration in manufacturing industry,this paper USES the data of 20 manufacturing industries in China from 2000 to 2016 to analyze the status quo and influence mechanism of local protectionism and environmental regulation on industrial agglomeration in manufacturing industry under the background of fiscal decentralization.Results show:The agglomeration degree of China's various factor intensive industries is quite different,and the general trend of each industry is consistent with the general change trend.Most of the existing Chinese manufacturing industries tend to be more concentrated.The gap between the industries with higher degree of concentration and those with lower degree of concentration is large and will remain unchanged.The industrial agglomeration of China's manufacturing industry shows obvious periodic characteristics,from stable growth at the beginning to a decline and finally to a plateau,presenting an inverted "U" shape on the whole.There are also obvious differences in the agglomeration trend of different factor intensive industries.During the research period,the agglomeration level of technology-intensive industries declines as a whole,but the degree of agglomeration is generally high,among which the degree of agglomeration of communication equipment and computer equipment manufacturing is significantly higher than that of other industries.Compared with capital-intensive industries,the degree of agglomeration of chemical fiber manufacturing industry h as been in a stable growth state.Fiscal decentralization has a significant negative correlation with the agglomeration of China's manufacturing industry.There is a u-shaped relationship between environmental regulation and manufacturing industry agglomeration.The primary term of environmental regulation is significantly negative and the secondary term is also positive.In addition,the current environmental regulation is on the right side of the u-shaped inflection point,which has a positive comprehensive impact on China's overall manufacturing industry.The interaction between fiscal decentralization and environmental regulation has a positive effect on manufacturing industry agglometation.In terms of manufacturing sub-industries,fiscal decentralization and environmental regulation have significant effects on highly concentrated industries,which are consistent with the overall regression results.However,in terms of low-cluster industries,the two have a small impact on low-cluster manufacturing industries.Although the regression coefficient sign is consistent with the overall regression,neither of them has passed the significance test.
