The ocean is not only an important link of the earth's life system on which human beings live,but also the precious wealth of the sustainable development of human society.However,at the same time,with the development of marine resources,the increment and diversification of marine engineering types have also brought about serious problems of marine environmental pollution.Under the national "Belt and Road" economic belt and the 21st Century Maritime Silk Road Strategy,the construction of Hainan's international tourism island has ushered in new opportunities for development.Sanya has taken advantage of this opportunity to boost the rapid development of the marine economy.The speed of marine resources development is unprecedented,and the marine engineering projects in Sanya have sprung up like bamboo shoots.It is reported that in recent years,the number of marine projects in our country is increasing at an annual rate of more than 400,while the number of sea approval cases and the area of sea use in Sanya has increased by about three times in the past five years,and the amount of money collected for the use of sea areas has increased by nearly 20 times.Such a scale of expansion speed has greatly increased the probability of marine engineering pollution accidents.Whether accidental but catastrophic accidents or slight but persistent pollution is a concern for the environmental pollution damage.At present,the diversified and disorderly development of marine projects in Sanya mainly in tourism and entertainment and deep-water cage breeding has not only led to the waste of space resources and the loopholes of supervision.It has also caused the coastal erosion,sand mudding and other damages to the marine ecological environment.By analyzing the characteristics of marine engineering and the necessity of supervision in Sanya City,combined with the current situation of environmental supervision of marine engineering in Sanya City,this paper takes individual illegal construction of marine engineering and ineffective supervision of marine engineering as an example.This paper analyzes the reasons for the failure of environmental supervision policy of marine engineering in Sanya from the following five aspects:the lack of supporting implementation rules,the imperfect coordination and coordination mechanism of departments,the low degree of single law enforcement and the single means of supervision and the imperfection of the lack of equipment and professional personnel.On the basis of absorbing and learning the experience from foreign countries,combined with the reality of Sanya,this paper puts forward the supervision countermeasures from the aspects of system,mechanism,system and means,and internalizes the reasonable use of the government's regulatory means to realize the sustainable development of the society.At the same time,this paper discusses the effective path and supervising mode of environmental supervision of marine engineering in Sanya,which provides the guarantee for the coordinated development of marine development and environmental protection.
