With the increasing of national strength, the transportation infrastructure constructionof our country has made great progress. It means to accelerate the establishment ofresource-saving, mechanism of ecological environment protection system, promote theharmonious development of man and nature of new pattern. In the field of environmentalprotection, our country is not only to get rid of the western developed countries "resourceconsumption based economy" and "environmental pollution" destructive development path,but also to make the "environmental priority" as the fundamental construction project, andmake greater contributions to environmental protection.Environmental management of construction project in China is mainly directive totwo phase project, environmental approval and completion. In the construction process, themeasures of environmental protection and the system of the "three simultaneous" is notimplemented in place. Without sound preventive measures, timely measures and wellplaced supervision and management, it leads the construction project not conforming to theenvironment effects and environmental evaluation conclusion. As the destruction to thenature protection area, ecological protection zone, rare animal habitat is not recoverable;the acceptance of environmental protection work becomes very difficult. Therefore, theenvironmental supervision is asked to carry out effective supervision and management inthe whole process of construction project, and maximum control or slow down theenvironmental impact of construction project.Based on the project of4th Line Engineering of Wuhan, this article made a furtherresearch on environmental supervision system for construction projects. The articlesummarized and analyzed the development status of environmental supervision ofconstruction project in our country, discusses the necessity of environmental supervision inthe process of construction project. Starting from the concept of construction project, thearticle established the environmental supervision organization mode, analyzed andcompared the advantages and disadvantages of the organization mode; Begin with the technical means, economic means, public participation in environmental supervisionmethod, site management tools and so on, the technique method system of environmentalsupervision was detailed analyzed. From the evaluation of system security, economicsecurity and environmental supervision, it summed up the evaluation system ofenvironmental supervision and management. Finally, according to the environmentalimpact statement of4th line project of Wuhan, it need real-time supervision andmanagement of the process of4th line construction, strengthened monitoring the sensitivearea, access to data and compared with specifications, ensure environmental protectionmeasures to fully put in place, to make the environmental supervision work effect coincidewith environmental impact assessment.Experiments show that, the environmental supervision system for constructionprojects have great guiding and practical significance for the actual environmentalsupervision. The implementation of environmental supervision system make the projectconstruction management system more perfect, the coordination and supervisionmechanism strengthened, environmental protection objectives is fully realized. To a certainextent, it lead to meet the social needs of the Scientific Outlook on Development andharmonious coexistence of man and the nature, provide a reliable guarantee to achievemore demanding environmental protection management system. Environmentalsupervision of construction project plays an important role in the environmentalmanagement of construction project, whether from the work method, work characteristicsand work means, it cannot be replaced by other departments or agencies.
