The Study Of Environmental Management On The Islands Of Zhou Shan’s Marine Engineering

Zhou Shan, located at the intersection of China’s Eastern Gold Coast and theYangtze River, backed by the vast economic hinterland, is the main gateway of theeastern China and the Yangtze River to the world. This islands, with a large numberof sea areas, aqueducts, channels and harbors, good geographical location andclimatic conditions, abundant natural resources, has become a unique fleet, whichhas wonderful sea sceneries, and ecological environment, the location advantage isvery significant.Established in2011, Zhou Shan new district become a state-level new districtdistrict after Pudong Shanghai, Binhai Tianjin, and Liangjiang Chongqing. It is alsothe first marine economic development district in China. After the establishment ofthe new district, marine economy of Zhou Shan grows quickly. Every year, billionsof funds pours into Zhou Shan, and so do marine engineering construction projects,but at the same time, these projects bring environmental burdens to the ocean, whichmakes the bad marine ecological environment in Zhou Shan worse. So it is necessaryto do research on Environmental Management of Marine Engineering, and makesure the development of Zhou Shan’s marine engineering construction projectsreasonable and orderly.This paper aims to study the marine engineering environmental managementmode, management basis, management system and management process of ZhouShan, then analyzes the probable environmental causes in the process of marineengineering environmental management, and find out the existing problems andshortcomings. The marine environmental management departments in Zhou Shan aremainly concerned with Zhou Shan Ocean and Fishery Bureau, Zhou ShanEnvironmental Protection Bureau, Zhou Shan maritime affair bureau, Ministry ofenvironmental protection and other relevant government management departments,and the multi mode increases the difficulty of marine engineering environmentalmanagement. The laws and regulations among these departments are somewhatcontradict and overlapping, the principles of them are not perfect, and the management power is weak, so a lot of problems appear: the identification of marineand coastal engineering are not clearly defined in Zhou Shan’s environmentalmanagement, prevarication of environmental pollution projects always happens,Environmental compensation standard is inconsistent, the supervision and the rulesof monitoring for marine engineering environment are difficult. Besides, because ofunreasonable and extensive exploitation modes of marine engineering projectdevelopment, the ecological environment near shore is destroyed a lot, marinedynamic conditions are imbalanced, and marine environment functions becomeweak, which caused great damage to the marine natural shoreline, the watersfunctions and marine ecological environment.Finally, according to the problems of Zhou Shan marine engineeringenvironmental management, and the possible causes to environmental pollution, theauthor puts forward corresponding measures and suggestions, in order to do somecontributions to the reduction of the damage to the marine environment and thesustainable economic development of Zhou Shan islands.
