Analysis On The Effectiveness Of Environmental Regulation On Haze Control

In recent years,the widespread haze has appeared continuously,which has seriously affected people’s physical health and daily life.Although China has continuously strengthened environmental regulations on haze pollution,there is still a great gap between the effect of haze treatment and the expectation of the masses.This paper studies how environmental regulation affects haze control and how the effect of environmental regulation on haze treatment is carried out.First of all,it discusses the direct impact of environmental regulation on the effectiveness of haze management and the indirect effects of environmental protection through coal consumption,foreign direct investment(FDI),industrial structure and technological innovation.Secondly,based on the panel data of China’s 30 provinces and cities from2006 to 2015,a static fixed effect method was adopted to investigate the effectiveness of environmental regulation on haze control.On the one hand,the empirical analysis on the effectiveness of environmental regulation of haze control directly influence,on the other hand,with the introduction of environmental regulation and coal consumption,foreign direct investment(FDI)and industrial structure and the cross terms of technology innovation empirical study to investigate the environmental regulation of haze control effectiveness indirectly.The results of the study indicate that the positive effect of environmental regulation on haze control is not significant enough,and it has been found that motor vehicles,coal consumption,and industrial structure are the major factors causing haze pollution in China.In addition,through empirical analysis,it is found that under the constraint of environmental regulation,the role of industrial structure on haze pollution is changed on the one hand.On the other hand,through technological innovation,the positive role of haze control is strengthened,but the effect is not obvious.Unfortunately,foreign direct investment(FDI)has been shown to be a "pollution haven" effect and has not alleviated haze.In general,China’s environmental regulation is not ideal for haze control,and regulation failure still exists.On this basis,from the perspectives of regulation legislation,regulation mechanism,regulation mode,regulation process supervision and so on,the deep analysis of the deep reasons of the low efficiency of environmental regulation in our country.And finally put forward the corresponding policy recommendations,including the environmental regulation legislation system,strengthen the independence of regulatory organizations,improve the environment regulation of the supervision system,strengthenenvironmental regulation mode of innovation,and establish scientific performance appraisal system,perfect the public participation mechanism of environmental protection.
