Research On The Influence Of Environmental Regulation On Haze Pollution

Since 2009,haze pollution with PM_2.5.5 as the main component has become a disastrous weather phenomenon which affects people’s daily life and health.At present,China is in a critical period of transformation and upgrading of the mode of economic growth.The national development is in the period of changing the mode of development,optimizing the economic structure,transforming the driving force of growth,and is becoming more and more tight in the face of resource constraints.With the deterioration of environmental pollution and the serious situation of ecosystem degradation,the increasingly serious environmental problems have become a hard constraint on economic growth and social stability,combined with General Secretary Xi’s environmental protection concept that Green Water and Green Mountain is Jinshan Yinshan."It can be seen that the problem of environmental pollution control is imminent.As a typical environmental problem,the external characteristics and public goods attribute of haze pollution make the control of haze pollution can not only rely on the formulation,implementation and supervision of government environmental protection policies,in line with the principle of working hand in hand with enterprises,the market and the public to maintain the environment and govern the haze,we should build a pattern of diversified governance subjects to strengthen cooperation,coordinate governance,speed up the development of intensive economy,and actively build a resource-saving type and environment-friendly society.At present,the main means of environmental protection in most countries are still mainly government legislation,making emission limits that match the economic development of different regions,and issuing a series of preferential policies to encourage enterprises to carry out green technology innovation.This paper argues that environmental regulation will have a short-term positive effect on haze pollution due to the lag in the implementation of policies in the short term.In the long run,high-intensity environmental regulation will directly reduce haze pollution,at the same time,it will also indirectly affect haze pollution through green technology innovation,industrial structure adjustment,energy structure optimization and other effects.Due to the extensive development mode and the relatively backward development of service industry in China,the effect of controlling or suppressing haze pollution by upgrading the industrial structure and energy structure of environmental regulation needs to be strengthened,and green technology innovation will further promote the adjustment of industrial results and energy structure.It can be seen that environmental regulation not only directly acts on haze pollution,its green innovation effect is also an important way to control haze pollution.Because of the green innovation effect of environmental regulation,there are two effects:"follow the cost effect"and"innovation compensation effect".Therefore,whether environmental regulation promotes haze pollution positively or negatively is related to the intensity of environmental regulation,which leads to the non-linear relationship between green innovation effect of environmental regulation and haze pollution.On the basis of considering the direct and indirect effects of environmental regulation on haze pollution,the nonlinear relationship between environmental regulation and haze pollution is tested by theoretical deduction and empirical analysis.Firstly,the concepts of environmental regulation and haze pollution are defined accurately,and the dynamic evolution trend of environmental regulation and environmental pollution is discussed from the perspectives of time and space.Secondly,the influencing factors of haze pollution and the influence mechanism of environmental regulation on haze pollution are analyzed,and the mathematical model between environmental regulation and haze pollution is constructed,and the inverted"U"relationship between them is deduced.That is,haze pollution treatment has the inflection point of environmental regulation.Thirdly,according to the theory need to introduce the quadratic term of environmental regulation,the double-logarithm econometric model and threshold regression model are constructed,and the theoretical relationship is tested empirically and conservatively.Finally,in order to optimize the environment regulation implementation environment,enrich the forms and participants of environmental regulation,perfect the fund guarantee and supervision mechanism of environmental regulation,strengthen the regional joint prevention and control,from the point of view of constructing diversified main body of environmental pollution control.In order to solve the problem of haze pollution in our country,some countermeasures and suggestions are put forward in order to solve the problem of haze in order to improve the mechanism of information disclosure and supervision.
