Research On Influencing Factors And Optimizing Path Of Environmental Policy Implementation

According to the 19 th CPC National Congress report,‘accelerating the establishment of a legal system and policy guidance for green production and consumption and establishing a sound economic system for green low-carbon cycle development’ has become a policy guideline and an action guide for building a beautiful China.’Environmental policy execution’ refers to the process of implementing environmental policy through planning,organizing,communicating and coordinating,mobilizing,utilizing and allocating all kinds of resources in order to protect the ecological environment.The current academic research perspective mainly focuses on the scientific connotation of environmental policy implementation,governance ideas and methods;the deficiency lies in more theory and less empirical research,more single perspective and less visual angle,so it is difficult to dig deep into its connotation and root cause.There is no system of governance path and methods.This paper learn from the relevant theories of policy implementation,combines the collected materials and typical cases of environmental policy implementation,based on the dual methods of theoretical research and case analysis.Based on this,the dynamic mechanism of the implementation of environmental policy is analyzed from two logical aspects of endogenous and exogenous factors,and the basic idea of governance is put forward,which provides a reference for further environmental governance and research.This study is divided into four chapters,the main frame arrangement as follows:The first chapter is introduction,it describes the research background and significance,theoretical basis and literature review,research methods and innovations,research ideas and frameworks,and so on.The second chapter analyzes the current situation of the environmental policy implementation,this part talks about the implementation of environmental policy in China and the achievements of the analysis,so as to summarize the implementation of environmental policy problems.The third chapter analyzes the influencing factors of environmental policy implementation.This chapter mainly analyzes the driving mechanism of environmental policy implementation from endogenous and exogenous factors,and probes into the deep-seated reasons for the weak implementation of environmental policy.The fourth chapter is the policy advice and optimization path of environmental policy implementation.Based on the reason analysis of the third part,the paper puts forward the basic construction thought of "democratic negotiation path of environmental policy implementation",from the concept change,system design,condition allocation.Process construction and atmosphere construction to create ecological democratic consultation mechanism,so as to highlight the characteristics of the ecological field of democratic consultation.At the end of the paper,the limitations of the subject research and the expectation of the research are summarized.
