Research On The Policy Implementation Of Government Purchasing Environmental Public Services In China

The government’s purchase of environmental public services is an important measure to modernize the national governance system and governance capabilities,as well as an important reform direction to promote the participation of multiple entities in environmental public services.The "Administrative Measures for Government Purchase of Services" promulgated in February 2020 further improved the government’s purchase of environmental public services system from the top-level design,but whether these policies can really play a role in the end depends on the specific policy implementation process.Especially under the background that the battle for pollution prevention and control has achieved phased victory,it is necessary to explore whether the current implementation status is smooth? How to advance the next reform? It has outstanding practical significance for consolidating the achievements of my country’s environmental governance,advancing the reform process of my country’s government in the field of environmental management,and realizing the modernization of national governance.Based on a comprehensive review of domestic and foreign theories related to the implementation of government procurement of environmental public service policies,this thesis builds a theoretical model of "execution structure(S)-policy execution(C)-execution performance(P)" based on the SCP theory.The model is revised based on the characteristics of public policy implementation,and the internal logic and overall operating mechanism of the government’s purchase of environmental public service policies in the implementation process are analyzed.Through research methods such as literature research method and case analysis method,it systematically expounds the evolution process and development status of China’s government purchasing environmental public service policy implementation,combining existing cases and policy texts,and pointing out that the current policy implementation deviations are mainly manifested in: policy The reform process is slow,the implementation of policies is not in place,the implementation of hidden rules and the poor effect of policy implementation evaluation.Based on the SCP theoretical model,it is demonstrated that the main reasons for the deviation in the implementation of the government’s purchase of environmental public services policy are: Defects in the main body of the policy and the purchased content affect the deepening of reform,the game of central and local interests hinders policy interpretation,the dual collusion leads to the unification of the supervision system and the incomplete performance evaluation.Therefore we need to scientifically constructing the main body and content structure of the purchaser,building the central-local policy comparison mechanism,dredging the participation channels of multi-subject collaborative supervision,and improving the performance evaluation system to improve the implementation effect.
