On the basis of a scientific total air pollution emission reduction assessment system,this paper empirically evaluates the performance of the total air pollutants emission reduction in the past 2011-2015 in Anhui.The main work is as follows:(1)Based on environmental performance evaluation research at home and abroad,The total air pollution emission reduction performance evaluation index system of Anhui province was established.During which the PSR framework which made a scientific system of environmental performance evaluation was chosen and the principle of index selection evaluation system considering the actual situation of Anhui province was applied.The evaluation index system includes 12 secondary indicators and 5 primary indicators namely resource consumption,pollution emissions,the atmospheric environmental quality,ecological protection and environmental protection infrastructure.(2)Entropy weight method which had been determined by comparing subjective weighting method and the objective weighting method was applied to get the index weight of the cities and the weight proportion as well as the influence on the performance of each index in the system were also analyzed.Of all the secondary indicators,results showed that the weight of resource consumption,ecological protection and environmental protection infrastructure were on the average level of approximately 17%.While the pollutant discharge and atmospheric environmental quality had larger proportion of 25% and 24%.As for the third indicators,the weight were on the average level,mostly concentrated between 8% and 9%.Among which soot removal rate was the highest with the average weight of 8.8% and the highest weight of 9.5%.(3)The Goal-Historical comprehensive performance method was used to standardize the original data and reduce the impact of the initial background value on the final performance,so that the evaluation results were more scientific and effective.(4)The grey theory prediction method was applied to predict the atmospheric environmental performance in Anhui Province in 2016-2020.Results showed that the atmospheric environment performance of cities in Anhui Province was fluctuating and unstable.Most cities with performance indices of more than 40 were in medium state in Anhui Province.Cities in good state included Anqing Lu'an and Huainan,with performance indices of over 60.While Bozhou,Bengbu,Ma An Shan,Fuyang were in poor state,among which performance index of Fuyang was the lowest.Forecast index trends could be divided into Three types,the upward trend,the steady trend and the downward trend.Of all the cities in Anhui Province,Hefei,Suzhou,Bengbu,Huainan,Lu'an,Xuancheng and Anqing were in the upward trend.Huaibei,Chuzhou,Tongling,Chizhou and Huangshan were in the steady trend,Bozhou,Fuyang,Ma'anshan Wuhu the downward trend.
