Study On The Process,pattern And Mechanism Of Low Carbon Economic Development In Beijing,Tianjin And Hebei Region

Global climate change brings frequent climate disasters,affecting human production,life and even survival.At the same time,the rapid development of China's urbanization needs a large number of infrastructure construction,and the demand for "high carbon" industry,such as steel,electricity and cement,is greatly increased.In 2014,China's carbon emissions amounted to 97.61 billion tons,far exceeding the 59.95 billion tons in the US,and became the world's largest carbon emitter for the first time.As of 2017,China's carbon emissions reached 28% of the global total.This requires China to vigorously promote low-carbon economy and reduce the carbon intensity of "high carbon" industry.Beijing Tianjin Hebei economic circle,as one of the three largest economic circles in the country,accounts for a large proportion of heavy chemical industry and capital intensive industry,and the problem of repeated construction is prominent.Beijing Tianjin Hebei region is also an important regional energy consumption center in the country.The total energy consumption accounts for over 10% of the whole country.It faces enormous pressure of energy saving and emission reduction.Therefore,we must attach importance to the development of low-carbon economy in Beijing Tianjin Hebei region from the perspective of technological innovation and institutional innovation.This paper is divided into five parts:The first part is the introduction.It outlines the background,theoretical and practical significance of the thesis,and summarizes the relevant research review,research methods and technology roadmap of low carbon economic development in China.The second part is the related concept and theoretical basis for the development of regional low carbon economy.Firstly,the concept of low carbon economy and regional low-carbon economy is briefly expounded.Secondly,the relevant theories of regional low carbon economic development are sorted out,including regional economic theory,green economic theory,sustainable development theory,circular economy theory and low carbon economy theory.The third part studies the formation mechanism of regional low carbon economy and the research framework of evaluation index system.First,we analyze the formation mechanism of regional low carbon economy from three perspectives: macro,meso and micro.From a macro perspective,the national low carbon development planning,strategy,fiscal policy and monetary policy are the key factors for the development of low carbon economy in the region.The middle angle mainly includes three aspects: regional low-carbon industrial structure,regional low-carbon spatial structure and regional low-carbon organization structure;micro angle is divided into two levels of regional low carbon production and regional low carbon consumption.Secondly,through the analysis of regional low carbon economy evaluation indicators,a regional low-carbon economic development evaluation index system suitable for Beijing Tianjin Hebei region is constructed.The fourth part is the research on the development process and mechanism of low carbon economy in Beijing,Tianjin and Hebei region.First,the stage of the development of low carbon economy in Beijing,Tianjin and Hebei region is divided.Based on the evaluation index system of the third chapter,and the availability and scientificity of data,the evaluation index system of regional low carbon economic development is put forward,after collecting relevant data,we use AHP to evaluate the index system and calculate the evaluation value of low-carbon development in Beijing Tianjin Hebei region in 2007-2016.Based on the calculated evaluation value and the low carbon city pilot proposed by the state in 2010,the development of low-carbon economy in Beijing Tianjin Hebei region can be divided into two stages: The development stage of the primitive low carbon economy in the Beijing Tianjin Hebei region under the traditional economy(2007-2009 years);The development stage of modern low carbon economy in Beijing,Tianjin and Hebei region under the development of low carbon economy(2010-2016 years).Second,the characteristics of the two stages were summed up,supplementary analysis is carried out for other indicators,such as clean energy use,greenhouse gas capture and storage.and the formation mechanism of the two stage characteristics was studied in combination with the analysis of the third chapters.The fifth part is the study of the development pattern and mechanism of low carbon economy in Beijing,Tianjin and Hebei region.First,on the basis of index weight of the fourth chapter,we calculated the evaluation value of low carbon economic development in 13 cities of Beijing Tianjin Hebei region in 2007-2016.According to the evaluation value,the development of low-carbon economy in Beijing Tianjin Hebei region is divided into 7 grades,and on this basis,the evolution of its pattern is analyzed.Second,we discussed the characteristics and formation mechanism of the low carbon economic development pattern in Beijing Tianjin Hebei region.Characteristics: the development pattern of low carbon economy in Beijing,Tianjin and Hebei region is basically in line with the point axis layout pattern,in which there are two "points",mainly in Beijing,and Tianjin as a supplement."Axis" is almost "oblique cross",the East and west direction of Zhangjiakou City,Beijing City,Langfang city and Tianjin city as "cross lateral",the north and south direction of Qinhuangdao,Tangshan City,Beijing,Baoding and Shijiazhuang for the "cross vertical",combined with the analysis of the third chapter,the formation mechanism of the pattern is studied.
