Study On The Emission Reduction Effect Of The Coordinated Development Of Regional Industries In Beijing,Tianjin And Hebei

Regional coordinated development is an important way to promote regional high-quality development,and regional industrial coordinated development is an important part of regional coordinated development.The process of coordinated development of regional industry is the process of transformation of new and old driving forces and multi-party cooperation.In this process,the growth of economic welfare improves the living standard of residents,but the improvement of the overall welfare level also depends on the change of social welfare.The change of pollutant emission level is directly related to the improvement of social welfare and environment,and is the key to regional high-quality development.In 2014,the coordinated development of Beijing,Tianjin and Hebei has become a national strategy.The high-quality coordinated development of regional industries in Beijing,Tianjin and Hebei is not only related to the practical interests of the local people,but also plays an important exemplary role in the cooperative development of other regions in the country.For a long time,the industrial development in Beijing Tianjin Hebei region,especially in Hebei region,plays an important role in the economy,which also makes it difficult to deal with the environmental problems in the region.In addition,due to the unbalanced development among regions,it is difficult to determine whether the coordinated development process of regional industries can promote the improvement of regional environmental quality.It is of great theoretical and practical significance to study the mechanism and direction of regional industry coordinated development affecting pollutant emission,to adjust the strategic layout in time,to cooperate with local governments,to form a new path of emission reduction,and to promote regional green development.Based on the literature review at home and abroad,this paper studies the influence mechanism of regional industrial collaborative development on pollutant emission,and finds that regional division of labor,industrial agglomeration and industrial linkage based on industrial chain are the important driving forces of regional industrial collaborative development,and also the key factors affecting regional pollutant emission in the process of regional industrial collaborative development.Therefore,based on the fundamental analysis of the level of industrial collaborative development and pollutant emission in Beijing Tianjin Hebei region,this paper uses Haken Model to measure the level of industrial collaborative development in Beijing Tianjin Hebei region and analyze the main parameters affecting the process of industrial collaborative development in Beijing Tianjin Hebei region,and uses panel regression method to study the emission reduction effect of regional industrial collaborative development;Using social network analysis and spatial econometric analysis to study the spatial spillover of regional pollutant emissions in Beijing,Tianjin and Hebei;using the double difference method to study the emission reduction effect of relevant regional industrial coordinated development policies.The conclusions of this paper are as follows:(1)regional division of labor is the main parameter affecting the process of regional industrial coordinated development in Beijing,Tianjin and Hebei,but the unreasonable division of labor in the previous stage will hinder the rationality of the division of labor in the next stage;(2)the level of regional industrial coordinated development has different impact on pollutant emissions in different stages.When the coordinated development level of regional industry is low,the coordinated development of regional industry will lead to the increase of pollutant emissions,but when the coordinated development level of regional industry reaches a certain level,the coordinated development of regional industry will help to reduce emissions.During the investigation period,the level of regional industrial collaborative development in Beijing,Tianjin and Hebei has been gradually improved,but there is still much room for progress in terms of the rationality of division of labor and the level of industrial agglomeration;(3)at present,the improvement of regional industrial collaborative development level is conducive to reducing sulfur dioxide emissions and emission intensity,as well as wastewater emissions and emission intensity,but the level of regional industrial collaborative development has just entered a growth period,and it is still in its infancy There is a large rising space.(4)There is spatial spillover effect in Beijing,Tianjin and Hebei.In the pollution related network,some cities are closely related to other cities.Limited by the technology level,the green level of products is low.In the process of product circulation,the pollution connection between the production place and the consumption place is established.(5)The implementation of the policy of coordinated development of regional industries has increased the total amount of sulfur dioxide emissions,but has no significant impact on the total amount of wastewater emissions.Combined with the research conclusion,this paper puts forward the vision of the coordinated development of regional industries in Beijing,Tianjin and Hebei from the macro,meso and micro perspectives,and puts forward relevant suggestions to promote the coordinated development of regional industries in Beijing,Tianjin and Hebei from the four aspects of regional cooperation,ecological compensation,industrial agglomeration and technological progress,so as to achieve the reduction of pollutant emissions.It is hoped that on the basis of regional division of labor and cooperation,through ecological compensation and technological progress,the economic and environmental gap between the growth pole and the surrounding areas will be narrowed,and the density of Beijing Tianjin Hebei pollution related network will be reduced;through the improvement of the level of industrial agglomeration,the regional industrial coordination,high-quality and sustainable development will be better promoted,and the social and environmental effects of the regional industrial coordinated development policy will be better brought into play.
