Research On Problems And Countermeasures In The Implementation Of The Policy Of River Chief System

Water is the foundation of economic development and the lifeblood on which people rely.It is also an important source of human social development and has an irreplaceable role in social life.Rivers and lakes have more important economic functions,resource functions,and ecological functions that are easily overlooked by people.However,as China's social economy is developing so rapid,water ecology in rivers and lakes is deteriorating as an indispensable part of water resources main carriers,navigation routes,and the entire ecological environment,that many pollutants are discharging into rivers and lakes in some areas is too high,and there are also occasions where people invade and occupy rivers,indiscriminately occupy coastlines,illegally enclose lakes,and illegally collect sand.The adverse effects on social life and the natural environment are bad.Once the river's water environment is polluted,the lake's water environment will inevitably be affected,and the governance of rivers and lakes will no doubt be delayed.The "river chief system" is a policy arrangement initiated by the local government in order to prevent pollution of rivers and lakes.Since the implementation of Wuxi in 2007,it has been gradually promoted throughout the country.Local governments have responded positively to the pilot practice and have now been fully implemented nationwide.The "river chief system" promotes the party and government's consistent governance concept of green development,reflects the party and the government's high regard for the governance of rivers and lakes,and stands at the strategic height of the sustainable development of the natural economy and the concept of governing and rejuvenating the country.It has played an important role in promoting the building of China's ecological civilization construction to join the Party's 18th“Five in One”strategic layout.However,as China's social economy is developing so rapid,and the prolongation of policy implementation,problems in the implementation of the "river chief system" have gradually emerged.Therefore,the government must correctly understand that the "river chief system" is a system that needs long-term adherence and continuous improvement.This paper discussed the development history,policy status,and implementation status of the "river chief system",and drew on the experience of the local government's "river chief system",and summarized the problems during the process of local government implementation of the "river chief system" on system construction,governance mechanism and assessment mechanism,etc.Through the investigation and scientific analysis of these issues,appropriate countermeasures were proposed for the problems that arised in the various aspects of the implementation of the "river chief system":improving the legal mechanism,the supervision mechanism and assessment mechanism for the local government's implement of "river chief system".The implementation of these policies will help build a new mechanism for the "river chief system",with a view to realizing the "river's long-term governance".
