Research On The Problems And Countermeasures Of Water Management In Guangzhou's Watershed Under The Background Of The River Chief System

The River Chief System is an important measure to strengthen the management of rivers and lakes,implement the concept of green development and promote the construction of ecological civilization in the context of implementing the new development concept and building a beautiful China gradually.However,due to the serious pollution of rivers and lakes in China in the past and a series of ecological damage,resulting in very complex water environment problems.Maintaining the health of river and lake ecosystems is a complex and systematic project,so how to further clarify the connotation of the River Chief System in the implementation process,how to fully mobilize government and social resources to achieve long-term governance,and how to establish an environmental target accountability mechanism are still difficult problems that need to be explored in depth.The River Chief System is a new thing,and the strategies,systems and goals adopted in implementing it vary from region to region.Guangzhou is one of the most economically active regions in China,with a dense network of rivers and relatively complex water pollution characteristics.Against this background of water environment,Guangzhou City relies on the River Chief System to carry out comprehensive water management work.After nearly five years of efforts,the water quality of Guangzhou's rivers and lakes has improved significantly,and Guangzhou has taken the lead in the country's River Chief System,not only winning the titles of national model city for black smelly water treatment,national water-saving city,and model city for sponge city construction,but also being rated as excellent in the annual assessment of the river and lake chief system in Guangdong Province for three consecutive years.Therefore,taking Guangzhou as a typical area,an in-depth analysis of its River Chief System and its development model is of great significance to explore the relationship between the River Chief System and water pollution prevention and control in the river basin.Through literature collection,expert interviews,case analysis and other research methods,this paper selects Guangzhou as the main research object,and sorts out the current situation and achievements of the implementation of the River Chief System in Guangzhou.The policy effect of water quality,after summarizing the problems existing in the implementation of the River Chief System in Guangzhou,based on the theory of public policy implementation,analyzes the causes of the problems from the perspectives of the policy itself,policy implementation subject,the policy object,and the policy environment,and proposes help Suggestions for improving the River Chief System in Guangzhou,including strengthening institutional and cultural construction,improving the assessment system,optimizing information management,expanding public participation channels,giving full play to the overall role of river chiefs,and strengthening pollution source control,etc.The relationship between water pollution prevention and control provides a solid theoretical basis,and also provides feasible experience and practices for other regions to better promote the work related to the River Chief System as a reference.
