Research On The Implementation Of Shanghai River Chief System Policy

Shanghai is the economic center of China and an important industrial city in China.For a long time,the water pollution caused by the process of industrialization has been one of the main environmental problems in Shanghai.The Eighteenth National Congress of the Communist Party of China puts the construction of ecological civilization in a prominent position.The comprehensive implementation of the river chief system policy is an innovative measure to vigorously improve the water ecological environment by stipulating the main leaders of the party and government as the river chief.In implementing the river chief system policy,Shanghai has gained certain progress,such as introducing relevant supporting policies,establishing a stable organization,forming a set of work systems,and achieving some results in the governance of rivers and lakes.However,there are still many problems in the actual work.This article trys to combine relevant theoretical knowledge with practical work,analyze the current situation of the river chief system policy in Shanghai,find out existing problems and explore how to better optimize and improve the implementation of the river chief system policy,which has great significance for Shanghai to further strengthen city’s refined management and build a social environment that has a harmonious human-water system.This article first expounds the background of the topic,the significance of the study and the review of research at home and abroad,makes an introduction about the contents,methods and ideas of this study,defines the concepts of river chief system and policy implementation,and introduces relevant theoretical basis.Next,this article details the development process and current situation of Shanghai’s river chief system policy.Taking Pudong New Area as an example,this article adopts the methods of case study,questionnaire survey and interview,based on the Horn-Mitter model and collaborative governance theory,researches the current situation of the implementation of the river chief system policy in Pudong New Area and explores its existing problems.Through investigation and research,it is found that the problems in the implementation of the river chief system policy in the Pudong New Area including unstable effectiveness of river and lake governance,inadequate staffing equipment of river chief office,policy implementation difficulties in the grassroots river chief office,mere formality of the assessment and accountability mechanism,and low efficiency of collaborative governance.Then,further analysis concludes that the reasons for the above problems are imperfect setting of policy objectives and standards,inadequate and unreasonable policy resource allocation,excessive reliance on high-level promotion for policy implementation,insufficient setting of policy enforcement agencies,and lack of multiple coordinated governance mechanisms.In the next place,this article sums up some relevant enlightenment through drawing the advanced experiences in other areas of our country.Finally,this article puts forward optimization countermeasures as well as suggestions for the better implementation of Shanghai’s river chief system policy,including optimizing the policy objectives and standard setting of river chief system,strengthening the policy resource allocation of river chief system,improving the policy implementation mode of river chief system,perfecting the policy implementation mechanism setting of river chief system,and perfecting the diversified and coordinated governance mode of river chief system.
