The contradiction of oversupply in the coal industry in China began to appear in 2012,coal prices continued to fall,and coal companies fell into a difficult position.Until 2015,the government implemented supply-side structural reform,under the guidance of the “cutting overcapacity” policy,coal companies actively responded to the government's call to adjust the production structure,shut down illegal coal mines,get rid of outdated production capacity,and conscientiously implement measures to cut overcapacity.By the second half of 2016,the contradiction between supply and demand in the coal industry has been eased,coal prices have steadily increased,and the coal market has recovered.However,the competition among coal companies remains fierce.Under the new situation,coal companies can only fully improve their operating performance by changing the extensive development model depend on high energy consumption and high emissions in the past and achieving the sustainable development of coal enterprises.As Kaplan & Norton said,what the company measure is what it value.The new development model needs a new measurement system.Therefore,in the crucial period of the transformation of coal enterprises,it is of theoretical and practical significance to study the new performance evaluation system of coal enterprises.Based on this,this paper aims to build a new performance evaluation system for coal companies.The past performance evaluation is mainly about the evaluation of the financial status of the enterprise.For coal companies,the general concern is the indicators such as production capacity,output,operating income,and net sales rate of the coal enterprise,while ignoring the evaluation of the production mode of the coal enterprise.Under the guidance of the supply-side reform and the establishment of a green mine policy,coal companies must break away from the traditional extensive development model that relies on high input to bring high output,and rely on technological progress,and develop in a clean and efficient direction.Therefore,this paper uses Datong Coal Industry as an example to introduce operational measures on the basis of the traditional performance evaluation system and build an composite system that can comprehensively evaluate the comprehensive capabilities of coal enterprises.The Balanced Scorecard exactly meets the needs of comprehensive evaluation.It not only pays attention to financial indicators,but also focuses on the procedural and auxiliary indicators that drive financial performance,and it complements the financial measures with operational measures on customer satisfaction,internal process,and the organization's innovation and improvement.Therefore,this paper uses the Balanced Scorecard as a framework.Based on this,combined with the characteristics of coal companies,the evaluation of safety production,energy conservation and environmental protection is considered,and a fivedimensional evaluation system is constructed.The research of this paper mainly uses questionnaire survey method and AHP method.Survey questionnaires were used to investigate the views of high-level and coal industry experts on the importance of selected indicators.An analytic hierarchy process was used to determine the index weights.The research content mainly includes the summary and review of related documents,the construction of a performance evaluation system based on the Balanced Scorecard,and the use of an evaluation system to evaluate and analyze the operating conditions of Datong Coal in the first half of 2017.In the research process,the key issues to be solved are the selection of indicators and the determination of index weights.When selecting indicators,the principle is pertinence,operability,and representativeness.When determining the weight of indicators,the AHP is used.The research results of this paper include:(1)Constructing a performance evaluation index system based on the Balanced Scorecard for Datong Coal Industry;(2)After analyzing the 2017 semi-annual operation status of the company,it finds that the company's coal product revenue in the first half of the year Both the output exceeded the target and the industry-leading financial performance level was achieved,indicating that the “six optimization” strategies and measures for the internal processes of the company have been well implemented,while the performance in energy conservation and environmental protection,learning and growth dimensions is in general,and needs improvement;(3)Suggestions for the company's nextstep operations and safeguard measures for the implementation of a balanced scorecard.
