It has become an important content of modern enterprise management to correctly evaluate the performance of an enterprise and to measure the performance of enterprise managers.The quality of performance evaluation determines whether an enterprise can survive and develop in the market.Management Master Peter F.Drucker once said,"if you can't evaluate,you can't manage." The importance of performance evaluation is self-evident.However,performance evaluation is easy to say but not easy to do.There are many problems,such as "the accuracy of the assessment results is not high,the performance evaluation is distorted,and the enthusiasm of employees is difficult to mobilize".The performance evaluation system of first-class enterprises at home and abroad is still difficult to be completely accurate and effective,so the general small and medium-sized enterprises are even more difficult to carry out effective and systematic performance of enterprise personnel Therefore,how to establish a scientific and efficient performance evaluation system has been a management problem for most enterprises at home and abroad.From the practical experience of some enterprises,the Balanced Scorecard tool proposed by Robert Kaplan of Harvard University is an effective way to solve this problem.Balanced scorecard is an effective management tool to achieve the strategic objectives of enterprises.It combines performance evaluation with enterprise strategy closely from four dimensions of finance,customer,internal operation,learning and growth,and implements the strategy of enterprise organization into operable and measurable indicators and target values,so as to realize a perfect scientific evaluation system and improve the overall management level of enterprises.This paper based on the Balanced Scorecard theory,combined with the domestic iron and steel enterprise manufacturing long process,and so many management indicators,and difficult to build an effective performance evaluation system.Taking Z steel enterprise as the research object,this paper attempts to introduce the Balanced Scorecard tool into the performance evaluation system of Z iron and steel enterprise,build a performance evaluation system suitable for enterprise characteristics,and improve enterprise performance management At the same time,it also hopes to have a certain reference for other domestic iron and steel enterprises to improve performance management and enhance the competitiveness of enterprises.This paper first introduces the definition,theoretical basis and related theoretical research of Balanced Scorecard,and expounds the main differences between balancedscorecard and traditional performance evaluation methods.Secondly,it introduces the basic situation of Z iron and steel enterprise and the current situation of the company's performance evaluation system.Then,by using the methods of investigation and interview,it summarizes the shortcomings and causes of Z steel enterprise's current performance management,and makes a systematic analysis on the necessity and feasibility of using balanced Scorecard in the performance management system of Z steel enterprise.Then,according to the company's strategic environment,the paper draws a strategic map,focuses on the decomposition of the company's strategic development goals,transforms the company's strategy layer by layer into measurable indicators,uses the analytic hierarchy process to distribute the weight of each index,designs the Balanced Scorecard at three levels of the company,department and individual,and introduces the construction of the Balanced Scorecard performance index system in detail And the design company based on the Balanced Scorecard performance management process.In addition,in order to make Z iron and steel enterprise run normally,this paper puts forward corresponding safeguard measures.
