| As one of the pillar industries of China’s national economy,the iron and steel industry has made great contributions to social and economic development.However,the characteristics of high energy consumption and heavy pollution in the steel industry have also adversely affected the local ecological environment.Some small-sized iron and steel enterprises have unilaterally pursued corporate profits and neglected environmental protection.While destroying the ecological environment,they have also limited the sustainable development of the industry itself,and have even caused iron and steel companies to "advance the winners and lose out." In order to promote the of the steel industry,the state has issued a series of policies and regulations.This article through the combing and analysis of a large number of data to assess the current status of the steel industry pollution,determine the steel industry resources and environmental pressure.Based on the industrial policy objectives formulated for the pressure of resources and environment,four major steel industry policies have been identified,namely investment policy,layout policy,structural scale policy and environmental protection policy.Qualitatively evaluate the environmental risks that may occur during the implementation of existing policies,and analyze the policy causes of environmental risks in the steel industry from three aspects:overcapacity,unreasonable layout structure,and excessive pollutant discharge.Based on the input-output method,life-cycle inventory analysis method,technical unit method,and technical risk analysis method for the selection of environmental risks,the environmental performance of these steel industry policies is evaluated and risk warnings are made.The results show that the forward and backward correlation index between the steel industry and other sectors of the national economy is relatively high,and the input structure and marketing structure of other industries are complicated.The change in output value has a greater impact on other industries,and the capacity control policy controls the discharge of pollutants is stronger.In the two processes of iron and steel production,the analysis shows that iron ore consumption,water consumption,and energy consumption per unit of converter steelmaking products are 59%,45%,and 35%higher than those of electric furmace steelmaking,respectively.The emissions volume of CO2,SO2,and NOx is higher by 41%,4%and 6%,respectively.In general,the effect of atmospheric pollutants emission reduction in the EAF process is lower than that of its energy-saving effect,and the reduction effect of technology-related investment and structural policies is not obvious.In the selection of different iron and steel smelting technologies,the Pareto optimal stratification method can be used to judge that there is a relatively low energy and water consumption technology choice when the pollutant emission level is the same,so the environmental protection policy is used to promote reasonable selection.The combination of energy-saving,water-saving and pollution control technologies is particularly important for the ecological environment.At the end of the thesis,it proposes some countenmeasures for the development of steel industry policy. |
