At present, energy saving and emission reduction have become a strategic goal in our country. As the large emission, iron and steel enterprises will become the focus of emission reduction. As the control of pollutant emission by the nation has been become increasingly stringent, the data of environmental information which are needed to monitor and manage are also increasingly diverse. The traditional data management tools (such as in Excel table format) have problems such as large aggregate tabulation, the reported time of statistical tables lag. It isn't timely, accurate and fully to reflect the situation of the factory air pollution emission. In addition, in recent years the paroxysmal pollution accidents occur occasionally, leading to strong social response. But nowadays the majority of iron and steel enterprises in China can not keep abreast of the pollution situation on the surrounding areas while the purification equipments go wrong, this take the management make appropriate emergency treatment inconveniently.In response to these conflicts, the paper took a large state-owned steel enterprise as a study paradigm. First it introduced the iron and steel enterprise's emission sources, pollution situations and the characteristics of waste gas. It analyzed the function structure of the system of atmospheric pollution source database. Base on this basis, it developed the system of atmospheric pollution source database which used in iron and steel enterprises with Visual C# programming language and Access. The developed system has simple interface and easy to operate. It can effectively improve the efficiency and management level of the environmental protection department of iron and steel enterprise. Second the atmospheric pollution dispersion models of industrial point source were analyzed and compared, and the Gaussian model was selected as computation model for pollution forecast system with the calculation process analyzed and designed, this provided the basis for the programming. At last, the atmospheric pollution forecast system was developed by Visual C# binding Surfer 9.0, the system achieved the function of adding points of pollution sources and sensitive into the electronic map. And it is in the form of cloud with visual expression of the concentration of pollutant in the distribution of sensitive areas, providing a reference for the management sector to know the pollution situation and make relevant measures.
