With the acceleration of urbanization in China,urban sewage treatment plants have become an indispensable environmental protection infrastructure in urban development and an important guarantee for the safe and healthy life of residents and the economic development of our country.Under the background that a large number of urban sewage treatment plants have been built and the country's requirements for sewage treatment facilities have been continuously raised,it is urgent to solve problems as to how to efficiently manage the existing sewage treatment plants and provide references for the construction of unsewered wastewater treatment facilities.Therefore,it is particularly important to comprehensively evaluate the operation and management benefits of urban sewage treatment plants and find loopholes in management.According to relevant standards and development directions of the national and relevant departments for the evaluation of sewage treatment facilities,this article analyzed and summarized the research results of the previous people on the evaluation of the operation and management of urban sewage treatment plants.Based on the actual situation,the municipal wastewater treatment was established using the AHP method.The operation and management benefits of the plant are the target level;the six indicators of economic management,production management,equipment management,laboratory management,environmental management,and administrative management are the criterion level;the unit water consumption,effluent water quality compliance rate,equipment availability,and water quality 30 indicators such as monitoring and safety work are indicators of the evaluation index system,and use the combination of subjective and objective methods to use the group decision analytic hierarchy process and entropy method to combine the weighting of the criterion layer and the indicator layer to ensure each indicator.The rationality of weight distribution.Based on the established index system and the calculated weighting results,based on the matter-element analysis method and European affinity degree,sevenprograms were written using Matlab software,and seven programs were combined into one to establish a combination-based weighting and The Evaluation Model of Urban Wastewater Treatment Plant Operation Management Benefit Based on Fuzzy Matter Element Analysis.The evaluation model was used to evaluate the operation and management benefits of seven sewage treatment plants in a certain state(city)in Yunnan Province,and finally the grades for the operation and management benefit evaluation of each sewage treatment plant were obtained(plant 4,plant 5,and plant 6 were excellent.Plant 1,plant 2,plant 3 as good,plant 7 as medium)and sorting(plan 6t> plant5> plant 4> plant 3> plant 2> plant 1> plant 7),through the analysis of the results,it was concluded that In the future,the management of the sewage treatment plant should pay attention to the management of the key points: 1 economic management,it should pay attention to the main energy-consuming equipment to take energy-saving measures and increase the construction of sewage reuse facilities,two points;2 production management,pay attention to strengthening the construction of the pipe network and the maintenance and management of the existing pipe network;3 in laboratory and environmental management,attention should be paid to the monitoring and disposal of the sludge;4 the equipment maintenance should pay attention to the daily maintenance of the equipment;5 In terms of administrative management,we strengthened the safety work of the sewage treatment plant and trained staff skills.The evaluation results of this model can not only show the sequencing of the operation and management benefits of the evaluated wastewater treatment plants,but also the level of each wastewater treatment plant,and can provide effective theoretical guidance for the future operation and management of the wastewater treatment plants.
