Research On Post-evaluation System Of Urban Sewage Treatment Project Based On Analytic Hierarchy Process

As an effective means of water pollution prevention and control,urban sewage treatment project plays an important role in urban construction and development.The investment and construction of urban sewage treatment project are closely related to the planning and development of the region where the project is located,and have a far-reaching impact on the development of the city and surrounding residents.With the continuous advancement of urbanization and the centralized construction and operation of sewage treatment facilities in recent years,people pay more and more attention to the construction and operation efficiency,management level and comprehensive benefits of urban sewage treatment projects.This paper expounds the basic theory of project post evaluation.Combined with the principles,specific contents and methods of project post evaluation,the paper tries to explore and construct the post evaluation system of urban sewage treatment project from all links of the project life cycle based on the characteristics of urban sewage treatment project.By using analytic hierarchy process,this paper attempts to establish a post evaluation hierarchy structure including five factors which include planning process,construction process,operation process,economic benefit,environmental impact and social benefit of urban sewage treatment project.Then it identifies 16 corresponding evaluation indexes.On the basis of the constructed evaluation system,this paper carries out a case study on the post evaluation of M sewage treatment project(phase I),analyzes it according to various levels of the post evaluation system,and obtains the comprehensive evaluation result of the project as "good" through fuzzy comprehensive evaluation.The results show that all objectives of the project are in a satisfactory numerical range,and the project implementation has achieved good expectations in terms of project planning,construction,operation,financial control and environmental and social benefits.For the problems of unreasonable construction organization and lagging construction progress reflected in the post evaluation process,the causes are also analyzed,and improvement suggestions are put forward.The development of post evaluation of urban sewage treatment project is helpful to correct the problems existing in the process of project decision-making and management in time and improve the comprehensive benefits of the project;On the other hand,it can better serve investment decision-making,help to improve investment level,promote project management experience and information sharing,and promote the healthy development of urban sewage treatment industry.
