Performance evaluation is an indispensable feedback and integration in the construction and operation of PPP projects.As an important infrastructure project related to the national economy and people’s livelihood,sewage treatment plant plays an irreplaceable role in protecting the environment and promoting the sustainable development of economy and society.At present,the management level of this kind of project is low,although it tries to carry out in the form of PPP,the macro performance evaluation system is lack of pertinence,The level and way of performance evaluation are not scientific and reasonable.Therefore,the scientific and reasonable performance evaluation of PPP project of sewage treatment plant is carried out,and the PPP project is summarized in order to improve the marketization level of sewage treatment industry.The experience of operation has certain practical significance.Based on the theory of value for money quantitative evaluation and stakeholder theory,this paper analyzes the role,status and interest demands of the government,social capital and other subjects in the construction and operation of PPP project,The DPSIR model is used to evaluate the performance of this kind of PPP project in sewage treatment plant.The evaluation index is screened by referring to the existing research and questionnaire method,and in the evaluation process,the weight of each evaluation index is determined by entropy weight method,and the fuzzy complex element of performance evaluation is formed by establishing and identifying the single fuzzy complex element of the evaluation index,and the triangular membership function is used to blur the index value which is difficult to quantify.Through analysis The evaluation proves that the overall evaluation grade of the project is good,which is consistent with the results of the post-evaluation of the project,and At the same time,it also shows that the performance evaluation model of PPP project in sewage treatment plant is relatively feasible.In addition,the evaluation results also show that the better external environment,the improvement of public satisfaction,fair and reasonable risk distribution and responsibility sharing mechanism is an important driving force for PPP projects such as sewage treatment plants to run well.By construction of PPP Project performance Evaluation system based on DPSIR Model,it provides a new method and idea for the performance evaluation of PPP project of sewage treatment plant to a certain extent.
