Study On The Quality Evaluation And Promotion Of Urbanization In Sichuan Province

In the past ten years,China has experienced rapid urbanization,and in the next 50 years,urbanization will be one of the main themes of China's development.According to UN estimates,the urbanization rate of developed countries in the world will reach 86%,and the urbanization rate in China will reach 72.9% in 2050.By the end of 2016,China's urbanization level has reached 57.35%,and there is still a big gap compared with developed countries.The 18 th National Congress proposed to “proactively and steadily promote urbanization and focus on improving the quality of urbanization.” The development of urbanization gradually shifts from the blind pursuit of “quantity” to the focus on “quality”.Urbanization quality emphasizes the health,coordination and sustainability of urbanization.The development of urbanization has undergone an extensive development process.The quality of urbanization is generally low.Urbanization in China is facing the dual task of improving the quality and quality.In the future,not only the achievements of urbanization development,but also the attention paid to urbanization must be emphasized.Costs and the coordination of sustainable development between urbanization and resources and the environment.This article draws on the research results of domestic and foreign urbanization quality evaluation related research fields and based on the development status of urbanization in China,first of all,according to the urbanization quality connotation and index system construction principles,this paper attempts to identify the preliminary assessment index of urbanization quality and establish final urbanization quality evaluation index system through expert interviews.Secondly,taking Sichuan Province as an empirical research object,the data of urbanization quality indicators were processed and analyzed using mathematical methods,and the urbanization quality evaluation results of 18 prefecture-level cities in Sichuan Province were obtained.Next,based on the system theory,the influencing factors of the subsystems of urbanization quality were analyzed and the degree of system coupling coordination was analyzed to identify the path of urbanization quality improvement.Finally,based on the core contents of Sichuan Province's regional economic development plan and urbanization quality improvement path,the improvement strategy of urbanization quality in Sichuan Province is proposed from two aspects of regional development and provincial overall development.The conclusions of the study were as follows:(1)The quality of urbanization based on system theory can be divided into six sub-systems: Population Development Subsystem,Economy Development Subsystem,Society Development Subsystem,Space Development Subsystem,Ecological Environment Subsystem,and Urban-rural Integrated Subsystem?(2)The quality of urbanization in Sichuan Province is "rugby",with more middle-level cities and fewer high-level and low-level cities.(3)The overall urbanization quality of Sichuan Province is characterized by a “central-periphery” ladder distribution.With Chengdu as the center,the quality of urbanization in the east,west and south decreases gradually from high to low,and the differences between regions are significant.(4)The scores of subsystems are not linearly related to the quality of urbanization.Cities with high urbanization quality also have subsystems with lower scores.Cities with lower urbanization quality also have higher levels of subsystems.(5)The development of urbanization quality subsystems has significant differences.Apart from high-quality urbanized cities dominated by Chengdu,there are sub-systems with outstanding performance scores above 3,while most of the remaining cities have sub-system scores below 3,and the development level is relatively backward.(6)Recognize the path of upgrading for each city in Sichuan Province,and put forward the strategy for urbanization quality improvement in Sichuan's “five major economic zones” context.The results of this study can not only provide reference for the development of urbanization policies in Sichuan Province,but also provide references for other regions in China.It also provides relevant reference for population development,economic development and sustainable development.
