There are so many problems during the environmental management,such as the congestion of system convergence or non-shared business data,which reduces the efficiency of routine environmental management.With the development of information technology,the big data technology is gradually becoming an important method of optimizing management and integrating data.The government continues to introduce relevant policies to encourage all levels of environmental protection departments to carry out big data construction work of environmental protection.The establishment of data center of environmental information under the background of big data is the basis for the development of big data of environmental protection.Based on the analysis of characteristics of big data,combining the contents of the existing Environmental Data Center,the research integrates the definition and framework of data center of environmental information under the background of big data.Through departmental interviews and on-site research,after depth studying on the environmental data resources of environmental protection departments at all levels in Fujian Province,Xinjiang Province,Foshan City and Shunde District,combined with municipal environmental protection documents,the research summarizes the current situation of environmental data resources in China.China's current environmental data resources are mainly divided into environmental monitoring data and management business data.Environmental monitoring data is small,low coverage;environmental management business data are fragmented and lack shared mechanisms.According to the requirements of big data,this reasearch puts forward the suggestion of environmental data resource optimization.Strengthening the construction of ecological environment monitoring network,using “One-Permitting” evolution to construct an effective convergence with other environmental management system,strengthening communication and sharing with external sector data and collecting Internet data are effective measures to strengthen the construction of big data of environmental protection.According to the definition of data center of environmental information,this paper designs the data system,large data management platform and application scenario of data center of environmental information respectively.Based on the mesh information structure,this research combs the environmental data and forms an environmental data system that contains the data characteristics such as information source,timeliness,and form of expression.According to the characteristics of various environmental data,this research designs corresponding data access,storage and analysis support system to constitute a large data management platform.Management platform using Hadoop framework,is conducive to massive data storage and unstructured data utilization.This paper combs the environmental data in environmental decision-making,supervision and public service,which is based on the relevant national policy requirements and current environmental protection work.This paper chooses Fujian Province to apply the framework of the above,laying the foundation for the construction of ecological cloud platform in Fujian Province.Based on the present situation of information system development and environmental data production in Fujian Province,this paper has carried on the concrete design to Fujian environment data center according to the design frame described in this article,and designed the big data applications including decision-making,supervision,public services.Fujian Province is now using the data center framework proposed in this paper to build the ecological cloud platform and become one of the first batch of provinces to carry out the construction of big data of environmental protection,which provides the basis for the construction of China's environmental data resource center.
