Water environmental problems have been concerned by all sectors of society.Due to the disordered use of water resources and the direct discharge of waste water,China's available water resources has reduced gradually,which directly affects people's production,living and ecological environment.Facing the worsening situation of water environment,governments at all levels have introduced corresponding measures.However,the water quality under the government's water environment regulation is not optimistic,which is probably due to the shift of pollution industry along the upper and down reaches.This paper first studies the effectiveness of government regulation policy of the water environment and development of pollution industry in 61 cities of Yangtze River Basin in 15 provinces and municipalities years from 2001-2016,found that the influence of environmental regulation on development of the industry is not the same,the environmental regulation on the development of the river pollution industry has certain inhibition effect on the main stream,but not on the whole river and tributary;while before the regulation,the development of water-pollution industry between the upstream and downstream of Yangtze River basin in different regions is also different,in general,the development speed in downstream pollution industry of the whole basin and tributary area is lower than the middle and upper reaches of the river,while the difference is not significant in main stream area;after regulation,the difference between the upper and lower widened,and the industry accounted in the middle reaches was significantly higher than that of the upper and downstream area,namely a greater share of the industry to focus on the middle reaches.
