Research On The Perfection Of The Supervision System Of Mine Emergency Rescue Teams In China

Mine emergency rescue teams is the professional rescue force in mine safety production,and it is an important part of safety production emergency rescue system.After?Regulations for the management of the qualification of the mine rescue team?are abolished,these two occupation standards for mine rescue team and the mine rescue regulations,? Quality standardization assessment standard for mine rescue team? and ?Mine rescue regulations?,have become the main basis to guide the supervision and supervision departments of the supervision departments at all levels and the construction of the mine emergency rescue teams,and due to the lag of relevant theoretical research and regulatory standards,there is no effective way to supervise the emergency rescue teams in mines.In order to strengthen the supervision work after the cancellation of the qualification of the mine emergency rescue teams,we should establish and improve the emergency management system of mine rescue,do a good job of relevant laws and regulations and system construction of emergency rescue and emergency management,ensure the focus of work for the emergency management of safety production and mine rescue emergency management,and it is very necessary to carry out the research on the supervision system of mine emergency rescue teams.In this paper,based on the theory of emergency management and the theory of multi center,the systematic research on the supervision system of mine emergency rescue teams is carried out by the methods of literature research,interview,text analysis,questionnaire,data analysis,inductive and logical analysis.First,this paper analyzes the status of mine rescue related research at home and abroad and the status of supervision,and uses deep interview,desk research and other research methods to collect and sort out the original data,and use the qualitative analysis software NVivo11,the original data are encoded and summarized,and the six core factors in regulatory system affecting the mine emergency rescue teams are extracted(including imperfect standards of laws and regulations,unsound policy guarantee measures,hindered regulatory system mechanism,lack of team construction management standardization,unsound basic guarantee mechanism and lack of participation in the third sector).On this basis,a theoretical model of mine emergency rescue teams supervision system is constructed.Secondly,a questionnaire survey is carried out from three levels of government,enterprises and mine rescue teams to the supervision of mine emergency rescue teams.The reliability and validity test and statisticalanalysis are carried out by the statistical software SPSS25.0.The results show that the theoretical model can reveal the deep-seated problems of the six core factors,and has a strong scientific and feasibility.According to the results of the analysis,we further go into and analyze the problems in the supervision system of mine emergency rescue teams in China,such as laws and regulations lag behind,system mechanism disharmony,lack of supervision of the competent department,and the lack of policy guarantee,and the cause of the problem is deeply analyzed;Finally,This paper puts forward countermeasures and suggestions about the further standardization of the construction and management of the national mine emergency rescue teams,the promotion of the national mine emergency rescue capability,the promotion of the healthy development of the mine emergency rescue teams and the improvement of the supervision system of the mine emergency rescue teams.This research is theoretically helpful for the application of emergency management theory and multicentre theory in mine rescue and emergency management,and to a certain extent,improve the shortage of theoretical research of mine emergency rescue teams under the new situation.Practically,it is helpful to promote the effective supervision of China's mine emergency rescue teams system,and to solve some practical problems existing in the effective supervision of mine emergency rescue work in China,which is of provide useful reference for improving the supervision system of mine emergency rescue teams.
