Study On The Current Situation Of Water Pollution And Its Control Countermeasures In Baoding

Since the 18 th National People's Congress,the Communist Party of China central committee with president Xi Jinping as its core carried out the construction of ecological civilization as a whole to promote "Five-in-one" the overall layout and harmoniously propel the strategy of "Four Comprehensives" an important part of the strategy layout.The party's nineteenth report has made pollution prevention and control one of the three critical battles to build a moderately well-off society in an all-round way.And water pollution control is one of the "three critical battles" of pollution prevention and control.The water resources are poor and the water environment is seriously polluted in Baoding city,which brings great harm to people's production,life and even personal health.Comprehensive improvement of water environment quality in Baoding and advancement of people's living standard has great importance in accomplishing the target of water pollution prevention and control and will play an important supporting role for realizing the goal of key river basin water pollution prevention and control in “13th five-year plan”.This article consists of six chapters.Focusing on the study of the current situation of water pollution and its countermeasures in Baoding,this article applies the theories of the government control and the external effect.The present situation of water pollution and the current measures of government have been studied,meanwhile the effectiveness has been analyzed.The existing problems in water pollution control including imperfect legal system,defective management system,faultiness policy system and unsound supervisory mechanism have been analyzed.In terms of the above problems,basic thoughts and countermeasure about improving water pollution control in Baoding have been proposed.A new paradigm has been presented,which consists of establishing urban environmental resources committee and setting up subdivisions to integrate the duty of environmental protection departments and other departments with the function of ecological protection;ensuring the effectiveness of cross agency collaboration by defining responsibilities and procedures as well as sharing information.And it puts forward the integrated measure to improve the supervision safeguard mechanism.
