Due to the complexity of Urban Environmental Protection, it is significant to develop Urban Environmental Protection Information Systems (UEPIS) to solve problems that would take place in Urban Environmental Protection and provide decision support capabilities. Through analysis of current situation of Informational Construction in Urban Environmental Protection Bureaus of China, UEPIS based on ComGIS is designed in this paper and developed.This paper attempts to apply GIS to Urban Environmental Protection, and solves some key technical problems about system integration. In our paper, we first introduce the distributed architecture and running mechanism of UEPIS. Then we discuss the functionality designation of UEPIS. describing its Use Case via UML language and analyzing main data flows and processes with Class Diagram. In next chapter we clarify the composition and data structure of the distributed spatial DBMS. Giving an example of how to use spatial database engine to manage the RDBMS. And the seamless integration technique of multi-source spatial data (SIMS) was adopted to integrate the multi-source spatial data. In order to solve complicated Environmental problems, we discuss Environmental models and the integration of models and ComGIS.By analyzing the characteristics of environmental management of Yangzhou city, establishing urban environmental geo-spatial data base and attribute data base. Yangzhou Environmental Protection Information System was developed based on comGIS, which includes Fundamental Map module. Accessing Data module. Geometry Object module, Output module, etc. It includes Fundamental Platform for Information sharing and Pollution Managing Subsystem, and it realized visualization in managing information about environmental protection, providing scientific supports for Yangzhou environmental management.
