Against the background of China's steady economic growth and people's rising living and consumption levels,energy consumption and total carbon emissions have increased year by year,which is not conducive to the improvement of residents' quality of life and sustainable development.Technological progress and industrial restructuring are considered to be important factors in achieving energy conservation and emission reduction targets.Biased technological progress will affect factor productivity,change relative marginal output of factors,and influence the relative input changes of the factors to improve the environment.The adjustment of industrial structure will change the production scale of high-energy and high-emission industries,and at the same time affect the emission reduction effect of biased technological progress.Therefore,measuring the factors of China's factor substitution elasticity and technological progress,and exploring the biased technological progress and industrial restructuring have important significance for the joint reduction of China's carbon intensity,which helps to find the key points for achieving energy conservation and emission reduction.Support for optimal adjustment of policies.Firstly,the thesis explores the mechanism of the impact of biased technological progress and industrial restructuring on carbon intensity.Based on the literature and theoretical summary of technological progress,industrial structure and carbon dioxide emissions,this paper analyzes the transmission mechanism of biased technological progress and industrial structure adjustment on carbon emission intensity,and focuses on the background of biased technological progress,the alternative impact of the elastic range and its changing trends on carbon intensity.Secondly,it analyzes the characteristic facts of China's biased technological progress,industrial structure and carbon intensity in 1998-2017.Under the framework of CES production function including energy,capital and labor production factors,the efficiency growth rate of substitution elasticity and factors is measured,and on this basis,the technical progress bias is obtained.The results show that the substitution elasticity of each factor in China is less than 1,the energy factor efficiency growth rate is higher than the capital factor,lower than the labor factor,the technological progress between capital labor and capital energy is biased towards capital,and the technological progress between labor and energy is biased towards energy;The industrial structure was analyzed and it was found that China's industrial structure showed continuous adjustment and optimization.The IPCC inventory method was used to measure China's total carbon emissions and carbon intensity.The results show that China's total carbon emissions increase year by year and carbon emission intensity.In general,there is a tendency for fluctuations to decline.Thirdly,combined with the theoretical mechanism of this paper,the capital energy and labor energy substitution elasticity,the contribution value of the secondary industry and the energy utilization efficiency index are selected.The threshold regression model is used to empirically analyze the impact of biased technological progress and industrial structure transformation on China's carbon emission intensity.The results show that improving the elasticity of capital energy substitution,reducing the elasticity of labor energy substitution and reducing the proportion of the structure of the secondary industry are conducive to reducing the intensity of carbon emissions.The replacement of elasticity of capital energy is the most important factor.As the proportion of the structure of the secondary industry declines,the impact of capital energy and labor energy substitution elasticity on carbon intensity is weakened,and the impact of industrial structure transformation on carbon emission intensity is enhanced.Finally,this paper proposes an industrial policy to achieve the reduction of carbon emission intensity,including deepening the adjustment of industrial structure,further improving the degree of marketization of production factors,and strengthening the overall planning of the implementation of low carbon policie.
