Research On The Management System Of Local Government In Atmospheric Pollution

With the rapid development of China's economy,all kinds of environmental problems also come.Take the atmosphere which has the closest relationship with us as an example,its pollution problem becomes more and more serious.Especially in recent years,extreme haze weather occurs frequently,which makes people's transportation,physical and mental health and production and life suffer.Great influence.The control of air pollution is not easy,because the complex causes of air pollution and the diversification of the governance subjects make this work often half the effort,and among many governance subjects,the government should bear the most important responsibility.China has a vast territory,obvious differences in climate characteristics,and the situation of air pollution is complex and diverse.In the current practice of air pollution control,the central government and local governments have different responsibilities.The overall goal of air pollution prevention and control is controlled by the central government macroscopically,while the specific goal of air pollution prevention and control is decomposed and implemented concretely.Local governments are responsible for the process.However,in the practice of atmospheric pollution control,it can be found that although the local government has strong administrative power and mobilization ability,there are still some problems in the governance system,such as unreasonable allocation of functions,imperfect policy system,incomplete ways and methods,which make the governance effect unsatisfactory.How to improve the construction of government governance system in air pollution and play the leading role of local government in the process of governance is a subject that needs to be studied for a long time.Taking the actual operation of the local government governance system in the prevention and control of atmospheric pollution as the research object,taking the J city governance system as the concrete case support,combining with the governance theory,government function theory and relevant literature,this paper carries out the status quo of the function allocation,policy system,methods,supervision and assessment in the governance system.Through in-depth understanding and analysis,it is concluded that the local government governance system for air pollution prevention and control has basically taken shape and has some operational experience.Secondly,through the study of relevant literature and the analysis of specific cases,it points out four problems existing in the local government governance system: first,unreasonable allocation of functions;second,imperfect policy system;third,unscientific ways and methods;fourth,incomplete supervision and assessment.Subsequently,on the basis of the analysis of the current situation and existing problems of the local government governance system mentioned above,in order to effectively improve the local government governance system of air pollution,some countermeasures and suggestions are put forward.First,we should optimize the allocation of functions of local government to control air pollution,and second,we should enhance and improve the local government governance.The third is to enrich the ways and means of controlling air pollution,and the fourth is to strengthen the supervision and assessment of local governments in controlling air pollution.
