The Study Of Local Government Environmental Pollution Crisis Management

With the rapid development of social economy, the environmental pollution isworse. Even though the governmental management system of environmental pollutioncrisis was established initially after the accident of Songhua River, but thereare a lot of leaks and cause the accident of environmental pollution happenedfrequently. In one period of the future, the Chinese government will face hugechallenge caused by environment crisis. Especially for local governments thosecontact the source of the environmental pollution directly. They bear greatenvironmental pressure as lacking of the counter system to the environmentalpollution crisis.The characteristics of environmental pollution are fast spreading, wide damagescale etc. These characteristics make the environmental pollution to be harderto deal with than normal crisis. The local government is the first one who standson the frontline to counter with the happening of crisis. Its management capabilityof crisis affects the efficiency of crisis response. The purpose of this paperis to study the improvement of the management capability of environmental crisisof local government. According to the example of Guangxi province, to know aboutthe development status of the environmental pollution crisis management systemof local government of Guangxi province, find out the existing problems and discussthe reasons of the existing environmental crisis. The study starts from specificto general and brings in the theories of public crisis management and networkmanagement. This thesis discusses the way to improve and optimize the managementefficiency by the reference of successful experiences of environmental pollutioncrisis management of local government domestic and overseas. This paper consistsof6parts. The first part and second part introduce mainly about the backgroundof selected topic, content and method of study, possible innovation point anddefinition and description of relative basic concepts. The third part introducesmainly about the management status and the perspective of problems of localgovernment of Guangxi province on the unexpected environmental crisis. The fourthpart describes the cause analysis on the problems arise in the environmentalpollution crisis management of local government. The fifth part introduces thesuccessful experiences of crisis management of advanced government abroad andprovides supports to the operational feasibility of the solutions in next chapter.Chapter sixth involves the network management theory, with the hope of providingeffective ways and choices to the local government on the management ofenvironmental pollution crisis.
