The Current Situation And Countermeasures Of Natural Gas Pipeline Safety Management Of Henan Province

Natural gas is a high quality and efficient,green and clean low carbon energy,which is widely used in all fields of national economy.Natural gas pipeline is an important part of natural gas storage and transportation,with high energy and high pressure,flammable and explosive,which is great danger in the event of an accident.Henan province is an important hub of natural gas pipeline from east to west,from south to north.It is an urgent problem that how to manage the safety of natural gas pipeline scientifically and effectively,prevention of serious accidents,ensure the safety of gas supply.This article on the basis of extensive access to literature and in-depth research,use the theory of total quality management,safety risk management and emergency management,conduct interviews of the pipeline safety management department,local government and related pipeline enterprises,make the analysis of typical cases of hidden trouble in pipeline safety,found that there are the following security problems in the whole process of natural gas pipeline safety management:In planning,pipeline design lacks long-term planning,contradictions between urbanization construction and pipeline planning,the safety standards for pipeline planning are unclear;on construction,some of the quality of the pipeline is not up to standard,contradiction with the user of land,meeting with other projects;in operation,responsibility for enterprise safety management has not been realized,serious shortage of safety supervision,penalties for acts that threaten the safety of pipelines are not in place.In emergency management,the emergency plan for pipeline accidents is not perfect,the quality of the emergency team is low,emergency supplies are not complete.The causes of the above problems are pipeline safety management system is not sound,failure to fulfill security responsibilities,conflict with the interests of some places and enterprises,etc.On the above issues and causes,this paper proposes the suggestions for countermeasures: strengthen the top-level design of pipeline safety management;do well planning interface and source control;proper disposal of safety problems in pipeline construction;give full play to the functions of comprehensive supervision by government departments;strict implementation the main responsibility of enterprise's safety management;strengthen emergency management of pipeline emergencies;promote the construction of pipeline safety culture.So it will improve the safety management level of natural gas pipeline in Henan province fundamentally.
