Research On Construction And Application Of Evaluation Index System For Supervision Efficiency Of Coal Safety Production At Provincial Level

China is one of the world’s major coal-producing countries.Coal is not only the basic energy but also the basic industrial raw material,and occupies about 70 % of China’s one-time energy production and consumption.Since no completely alternative energy has been found in a short period of time,China’s dependence on coal resources cannot be changed in a short period of time.The steady operation of the coal industry needs the safety work of coal production to protect it.Only by doing a good job in the work of ensuring safety in production can the work of coal production proceed smoothly and truly contribute to the national economy.In recent years,although China’s coal production safety work has made a lot of progress,the incidence of safety accidents has decreased year by year and the economic losses caused have decreased year by year.However,compared with the western developed countries,there is still a certain gap in China’s coal production safety work,and accidents happen occasionally in the coal production process.The economic losses caused by safety accidents also affect the harmonious development of the society and become an urgent problem to be solved at present.The party and the state have always attached importance to the issue of coal production safety and made it a top priority.The provincial coal safety supervision organs and their dispatched units are responsible for the safety supervision of coal enterprise production and play a dual role in carrying out the central government’s safety supervision decree and conveying the central government’s policy and spirit.On the other hand,it is self-evident that it is important to supervise the work of coal production safety and face up to the safety supervision of coal enterprises.Therefore,in order to reduce safety accidents in coal mine production,one of the methods is to urge the provincial coal mine safety supervision organs to improve their supervision efficiency.However,at present,the supervision means of the provincial coal supervision organs are old and single and lack scientific quantitative indicators,which seriously affects the efficiency of supervision and cannot meet the needs of safety production supervision in the new situation.Therefore,it is particularly important to study the construction of the provincial coal production safety supervision efficiency index and improve the provincial coal production safety supervision efficiency.Based on the characteristics of administrative supervision and coal industry and the systematic thought of the balanced scorecard,this paper preliminarily constructs a supervision index system,including four first-level indicators of supervision performance,supervision cost,internal management,innovation and development.A total of 11 secondary indicators were included in the primary indicators,and 59 tertiary indicators were included under the secondary indicators.After experts removed the obviously unreasonable indicators,they scored 1-5 points and retained the indicators with 4-5 points accounting for more than 60 %.In order to test the reliability of the indexes,the reliability and validity of the selected indexes were tested,and finally 32 three-level indexes were retained,constituting the index system of the supervision efficiency of the provincial coal production safety supervision organs.Through expert scoring,the comparison matrix is constructed for the first-level,second-level and third-level indicators,and the weights of each level of indicators are calculated by using the analytic hierarchy process software(YAA HP)and passed the consistency test.Finally,the comprehensive weight of the three indexes is calculated to form a new index system.In order to confirm the research,the author took the coal safety production supervision bureau of province a and its dispatched units as the object,investigated according to the index dimension division of the balanced scorecard,invited experts to grade the three-level indexes of each dimension according to a certain supervision efficiency standard,and multiplied the comprehensive weight of the three-level indexes by the specific score of each three-level index to obtain the evaluation result of supervision efficiency.Finally,the conclusion and prospect part summarizes the research results of the paper and the areas that need further improvement,and puts forward corresponding suggestions to improve the supervision efficiency of coal production safety in province.
