Policy Research On Non-coal Mine Safety Production Supervision

Safety production, the main content of comprehensive construction of well-off society, the overall economic and social development, the important part of the strategy of sustainable development, is the premise of constructing the harmonious society, and also it is the reaction of the "people-oriented" concept. At present, along with our country economic output's rapid increase, the safety production accidents happen frequently, which results in stren situation to the safety production, we must strengthen the safety production work. Xinyang, locatod in the central plains, one of the ten top livable cities in china, has the important transport hub status. Besides it is one of the most attractive investment medium-seized cities. It is a city with rich mineral resource and broad non-coal mine, but here the mining technology is backward, and the condition of safety production is bad, which makes accidents occur very often. So it is imminent to improve the surpervision level of non-coal mine safety production, and to do well in the safety production.Based on the extensive investigation and statistics, under the guidance of accident-causing theory and public administration theory. I made a deeplyanalysis of the reasons for non-coal mine accidents in Xinyang, finding out the root causes and main influence factors. After analysing two typical accidents in Xinyang in 2009.I explored the countermeasures and measures of pertinency and operability in order to guide the production of Xinyang non-coal mine safety management and to prevent effectively and control the accidents in Xinyang non-coal safety production, and to promote the healthy development of Xinyang economy.This article is mainly made up of four parts. In the first part, I reviewed the relevant researches which are related to the accident-causing theory and the public administration theory. The researches include causal chain theory, the energy released theory, the clynamic changes of accidents, the path crossing theory, the public choice theory and institutional economics theory,ect. In the second part, I pointed out a series of problems exsitting in Xinyang non-coal mine, according to years of my practical work of investigation and collection about Xinyang non-coal mine. In the third part, the accident-causing theory is applied to analyzing the reasons for the two typical accidents in 2009 and Xinyang non-coal mine accidents in the last five years. I put forward the accident-causing model which is suitable for the actual situation of the safety production of Xinyang non-coal mine. Besides I found out the direct reasons, basic reasons and essential reasons, which result in accidents. In the last part, according to the found reasons in part three, using the public administration theory, I put forward the countermeasures fit for Xinyang to srengthen safety production, and non-coal mine safety supervision coordination mechanism, and enhance the non-coal mine safety supervision and construction of non-coal mine safety culture in enterprise.
