The growing dependence of Chinese energy consummation on overseas market requires the knowledge of oil and gas resources distribution and changes in global key areas, which is very important to Chinese energy strategy. The oil and gas data involves various data type, thus the efficient organization and management of these data for quick retrieve and display is of great significance to comprehensive understanding the distribution and change of petroleum resources,as well adjusting our energy strategy.Owing to the powerful functions of spatial data processing, management, analysis and visualization,GIS is considered as an ideal platform for petroleum data management With the development and wide utilization of GIS technology, open source GIS,characterized by standards, integration and interoperability features, has become the main trend of GIS development. This thesis is with the project of Land Department "the construction of energy resources database in the key regions of the world," aiming at the realization of management, query and visualization of petroleum spatial data.Firstly, according to the project requirements and data standard, the massive oil and gas resources data is organized, and the data dictionary is designed, where the PowerDesigner is used to for designing data structure, and Oracle for storage terminal.Consequently, combining OpenLayers, component GIS development technology,VisualStudio2013 as the development platform and C# as development language,a B/S based oil and gas data management system is built. The management system realizes the expected functions, including the visualization of spatial data(zoom in,zoom out, zoom in fix the scale, zoom out fix the sacle, pan, full extent, display of coordinates, scale display and overlay display),data query, retrieval, and management, statistical analysis, image management and system management.
