Pulp and paper industry is an important industry in the national economy,but as a pollution-intensive industry,environmental pollution and resource consumption are becoming the subject of public criticism.So how to deal with national environmental regulation policies and the search for technological progress of papermaking enterprises are essential.But the academic research on the relationship between environmental regulation,technological progress and papermaking enterprises competitiveness is not rich.Therefore,an accurate answer to "how environmental regulation and technological progress affect competitiveness of papermaking enterprises","to what extent is papermaking enterprises competitiveness influenced by environmental regulation and technological progress",these issues have important practical and theoretical significanceBased on Porter’s theory of competitive advantage,Schumpeter’s innovation theory and market failure theory,this paper analyzed that environmental regulation would increase costs and had a negative impact on the competitiveness of papermaking enterprises;while technological progress could increase productivity,reduce costs,improve profits,so that technical progress had a positive influence on papermaking enterprises competitiveness;technological progress would aroused innovative compensates while government implemented environmental regulation,so technical progress had a positive influence on papermaking enterprises competitiveness under the condition of environmental regulation.On the basis of measuring ERS and TC,this paper used a multiple linear regression model to test empirically in the whole country,the eastern region,central region and Western region,and drew conclusions,made relevant policy recommendationsThe main conclusions of this study are as follows:(1)Technological progress could significantly enhance the competitiveness of papermaking enterprises;environmental regulation had a negative impact on the competitiveness of papermaking enterprises,but technological progress still had a significant positive impact on the competitiveness of papermaking enterprises under the condition of environmental regulation across the country.(2)Technological progress had a significant positive effect on competitiveness of papermaking enterprises;environmental regulation had no significant effect on competitiveness of papermaking enterprises,and technological progress had no significant effect on competitiveness of papermaking enterprises under the condition of environmental regulation in the eastern region.(3)Technological progress had no significant effect on papermaking enterprises competitiveness;environmental regulation had a negative impact on the competitiveness of papermaking enterprises,but technological progress still had a significant positive impact on the competitiveness of papermaking enterprises under the condition of environmental regulation in the central region.(4)Technological progress and environmental regulation had no significant impact on the competitiveness of papermaking enterprises in the western regionThe innovation of this research is that there is no literature analyzing influence of technological progress on enterprises competitiveness.This paper analyzed the impact of technological progress,environmental regulation on competitiveness of papermaking enterprises in a cross angle,explored the impact of nationwide,the east,the central and the west area respectively,obtained related conclusions,enriched the literature of the field,and provided references for enterprises dealing with environmental regulation and technology innovation problems.
