This paper studies the impact of environmental regulation on the technological progress of enterprises through a combination of theoretical analysis and empirical analysis.First of all,this article divides environmental regulation into three different types: imperative environmental regulation,market environmental regulation,and voluntary environmental regulation,and analyzes the characteristics and differences of the three.Secondly,this paper establishes a mathematical model based on the classic duopoly model,introduces environmental regulation variables and technological progress variables,and analyzes the impact of mandatory environmental regulation,market environmental regulation and voluntary environmental regulation on enterprise technological progress through mathematical derivation.mechanism.Finally,the company's technological progress is decomposed into three types: emission reduction production technological progress,energy-saving production technological progress and pollution control technological progress.Empirical analysis is carried out using 2004-2015 Chinese provincial panel data to study imperative environmental regulations and markets.The specific impact of environmental regulation and voluntary environmental regulation on the progress of emission reduction production technology,energy-saving production technology and pollution control technology.It is concluded that(1)Mandatory environmental regulation and market-based environmental regulation mainly affect the cost of enterprises to affect its technological progress,voluntary environmental regulation mainly affects its technological progress by affecting the hidden benefits and costs of enterprises;(2)Mandatory environmental regulation has a major impact on the progress of emission reduction production technology,energy-saving production technology and pollution control technology.The impacts are in the shape of "U",inverted "U" and inverted "U" respectively;(3)Market-based environmental regulation has no significant impact on the progress of emission reduction production technology,but on the progress of energy-saving production technology and pollution control technology Respectively present "U" shape and inverted "U" shape;(4)Voluntary environmental regulation has made progress in reducing emissions production technology,energy saving The impact of technological progress and pollution control technological progress presents a "U" shape,a "U" shape and an inverted "U" shape;(5)At present,the intensity of the three types of environmental regulations in China is relatively low.The national average intensity of imperative environmental regulation,market environmental regulation,and voluntary environmental regulation is 0.26,0.22,0.41,and none of them has reached the inflection point of "U" shape and inverted "U" shape.Optimizing various types of environmental regulation tools and rationally increasing the intensity of environmental regulation will help promote the technological progress of Chinese enterprises.
