The Study On Public Participation In The Government Of Rural Domestic Waste

The problems of governance of rural living waste require not only the government to take up its duties,but also other people to actively participate in the garbage management.Farmers are the main producers of rural living waste,and the indispensable persons who play irreplaceable roles in the garbage management.However,the reality is that the enthusiasm of farmers for participating in garbage management is not high,and the motivation is scarce.So in order to promote the effective management of waste from the source,we must explore the reasons that affect the farmers' impetus to participate in the garbage management.This paper chooses Yunnan Province Yongding Town and Yanjiang Township as the sample object of public participation in garbage management research.It is assumed that the factors such as the level of per capita income,educational level and occupation may be the reasons which affect the public participation.Based on the results of field research,we make the contrastive analyses which include the attitudes of public participation,the willingness of public participation,the ways of public participation and so on,which describe the current situation of public participation of garbage management.We try to find out a way that can improve the impetus of participation,and we probe a way how to improve the enthusiasm of public participation mainly from the perspectives of farmers and governments.Firstly,this paper explains the reasons and significance of the topic selection,and follows the analysis line which is from the domestic and foreign to present the conditions of public participation in garbage management.Secondly,it defines and interprets the basic concepts such as rural living garbage,governance and public participation.Thirdly,through empirical analysis,we achieve the following conclusions:from the overall situation,the public's willingness to participate in garbage management and the attitudes of governments to the policies and regulations of garbage management have a great influence on the attitudes of public participation.Besides,the factors are important,which including the limited participation channels,incomplete participation guarantee,ambiguous involvement areas and so on.Finally,according to the problems of empirical analysis,this paper puts forward some suggestions on perfecting the public participation in garbage management from five aspects:the governments should pay attention to cultivate public participation,broaden the channels of public participation,improve the protection of public participation,definite the areas of public participation and establish the effective mechanism of public participation,which can stimulate public's awareness of common responsibility,and thereby enhance their participations'consciousness and enthusiasm in garbage management.
