Rural Environmental Issues In The Public Vision Of Governance Research

Along with the rapid development of rural economy and the acceleration of urbanization, environmental pollution have gradually penetrated into China's rural areas and became more and more serious. Although the government has taken a series of measures to protect the rural environment, the result is not optimistic, and the deterioration trend of the rural environment have not been stopped. In order to effectively and thoroughly solve the rural environmental problems, reform and innovation of the current environmental management system and policy should be taken, which established on the past practice of environmental protection. The theory of public governance sprang up in the 1990s, have provided new ideas and direction for the rural environmental protection and governance.This thesis first analyzed the present situation of China's rural environment, revealed the root of environmental pollution in rural areas and its major hazards. Then through the analysis of the formation process of China's environmental management policy, indicated that the traditional government management mode which has been established to prevent the urban and industrial point source pollution encounter great difficulties in dealing with China's rural area source pollution, resulting inefficient of rural environment protection and governance. Thus it is very urgent to reform and innovate the traditional government management mode. So this thesis presented an effective solution to the rural environmental problems, which is to promote the transformation from the traditional government management mode to the public governance mode. Afterword, this thesis analyzed the theoretical basis of building the public governance mode for rural environment from the following three aspects:the transformation of the government executive concept, the theoretical basis of market participation and the theoretical basis of public participation. On this basis, the thesis made an exploration and analysis on the responsibility structure of the public governance mode, also the roles of the government, the market and the public in the public governance system. Finally, the thesis proposed some countermeasures and suggestions for how to build public governance mode for rural environment. Pointed out that to build a multi-subject cooperative rural environmental public governance mode, in which the government plays as the leading role, the market mechanism as the auxiliary role, and the public broadly participation as the basic power. With the interaction, coordination and cooperation between each subject, we may overcome the dilemma of rural environmental protection and governance, really improve the rural environment and achieve sustainable development of rural economy.
