Study On Safety Supervision Of Special Equipment In Use

Special equipments with the characteristics of high tem perature and high pressure,high speed operation,widely used in people all aspects of the work and life,bring people's life convenience.W ith the highly-speed developm ent of China's economic and society,special equipm ents are also increasing year by year,the situation of special equipments security is more complicated.In order to ensure the safety of special equipm ents,and reduce special equipments accidents,Chinese government use the methods of classificat ion and whole process supervision t o manage the enterprises who manufacture or use special equipments,when facing the grim situation of special equipm ents.Special equipment safety law provide Chinese supervision of special equipment safety a strong legal basis.Shanghai chemical industry park is located in the border of Shanghai Fengxian and Jinshan districts,has a character of 'concentrated using en terprises,hazards,imported equipment'.Mostly domestic and even international famous enterprises in SCIP,the production of raw materials transport through the pressure pipeline,linked to upstream and downstream industries.Once the special equipment major accidents happened,it will cau se great ca sualties and property losses,aroused the great concern of the public.How to effectively to supervise the special equipment safety of SCIP,to reduce special equipm ent accidents,become the most important thing in special equipment safety supervision.Based on the present situation of special equipment safety supervision in SCIP as the research object,using literatu re research,questi onnaire survey,field observation,workers' interview method,statistical analysis,according to the status of Chinese special equipment safety superv ision,analyse the pr esent situation of SCIP's special equipment safety supervision,problems and causes,combined with the actual,on the basis of the theory of government regulation,find the way to solve it.We should implement enterprise's main body responsibility,perfecting the legal system,improve the supervision orgni zation construction,strengthen the construction of special equipment inspection & testing in stitions in SCIP,raise the level of special equipment administractive law enforcement,use social supervis ion.Thus,improve SCIP's special equipm ent safety supervision to guarantee the safety of special equipment.
