| Special equipment is widely used in all walks of life. From hundreds of tonnage ofthermal power plant boiler, lifting equipment, to domestic liquefied petroleum gas cylindersare special equipment category. Confined class special equipment includes boiler, pressurevessel, pressure pipe. Boiler is the core of enterprise production tools. Pressure vessel isused for storage heat transfer, reaction and so on. Pressure piping is the skeleton of theindustrial production, delivering medium to each link of production. Since the safetyinspection mechanism of special equipment was established, after decades of development, ithas formed a regulatory model with Chinese characteristics. However, with the deepening ofthe reform and development in our country, the rapid development of economy, theimprovement of science and technology, the traditional regulation method is not adapt tothe needs of new situation. The reform of regulation method has become the urgent need ofspecial equipment safety supervision practice.This essay focuses on the harmfulness of confined class special equipment accidentbased on case analysis.Through data analysis, it tries to illustrate the inventory and annualgrowth of Zhongshan’s confined class special equipment and analyze the hidden trouble ofthese equipment. Then it describes the characteristics of current safety supervision method ofspecial equipment in Zhongshan city, pointing out that, for a long time, Zhongshan’s safetysupervision method of special equipment is based on administrative licensing and inspection,the two basic safety supervision system. However, the supervision method can not adapt tothe growth in industrial production. The supervision method which aims for zero accidentdefects has revealed its weakness. For one hand, because of the rapid growth of specialequipment and unbalance ratio the effect of supervision is not satisfactory. For another hand,it is unable to focus on the key point of cases and the prevention and treatment of securityhidden danger. Last but not the list, the government lack of effective measures to guide thesocial associations to assist supervise enterprise security responsibility.In order to study the safety supervision model of Zhongshan’s confined class specialequipment during the economy transition. This essay, on the basis of public management theory, studies the confined class special equipment management mode abroad, and sums upexperience. Combining with the problems that exist in the practice of the current regulatorymodel, it analyzes the causes, and puts forward that it should focus on the key point ofsupervision and adopt risk assessment into confined class special equipment so as to improveZhongshan’s confined class special equipment safety management mode. |
