Research On Safety Supervision Problems And Countermeasures Of Special Equipment In JD District Of YZ City

With the rapid development of China's economy,especially the industrial economy,the types and quantities of special equipment are also increasing rapidly,and the safety accidents and hidden dangers of special equipment are also increasing.Safety accidents of special equipment,especially serious accidents,often lead to serious property losses and mass casualties.In order to avoid the occurrence of special equipment safety accidents and hidden dangers,it is particularly important for the government to monitor the safety of special equipment.Taking the safety supervision of special equipment in Jiangdu District of Yangzhou City as the research object,this paper adopts the methods of literature research,case analysis and interview,based on the theory of administration,attribution and government control,and through the investigation and disposal cases of special equipment cases in Jiangdu District in recent years,analyses the problems and causes in the safety supervision of special equipment in Jiangdu District of Yangzhou City.The countermeasures are put forward.Yangzhou Jiangdu District Market Supervision Bureau is responsible for the safety supervision of special equipment within its jurisdiction.The bureau organizes the safety inspection of special equipment through special renovation of special equipment,special inspection of important time nodes,complaints and reports,and regular inspection by technical institutions.In recent years,no major safety accidents of special equipment have occurred.However,there are still some problems in the safety supervision of special equipment in Jiangdu District of Yangzhou City,such as the dislocation of the main body responsible for the safety of special equipment,the insufficient ability of safety supervision,the weak ability of detection and inspection,and the lack of joint supervision by social forces.The reasons include imperfect laws and regulations system,weak implementation of the main responsibility of special equipment users,lagging development of special equipment inspection and testing technology,insufficient construction of safety supervision team,insufficient publicity and so on.The countermeasures to solve the above problems are as follows:to strengthen the responsibility of the main body of safety in production and use units;to establish a hierarchical supervision mechanism for risk assessment of special equipment;to strengthen the infrastructure construction of safety supervision of special equipment;and to do a good job of supervision with the help of social forces.Based on the sample of Jiangdu District of Yangzhou City,this paper discusses the problems and Countermeasures of the market supervision and Management Bureau at the district(county)level in the initial stage of the reform of special equipment supervision institutions,and then lays a good foundation for the further reform of special equipment supervision institutions.
