The Research For Natural Gas Pipeline Transmission Price Method Based On Government Price Regulation

Natural gas pipeline transmission which can be the intermediate link between production and sales has special status in the chain of natural gas industry.Reasonable price of pipeline transmission can not only promote fair competition in the natural gas market and make development of natural gas pipeline transmission become healthy and sustainable,but also relate to the deepen reform of entire natural gas industry.Since the 18th Congress of China's Communist Party held,the natural gas industry has been listed as the focus of for the reform of price mechanism.Pipeline transmission,as the intermediate link,has significant influence in the reform of natural gas price.In October of 2016,the pipeline transmission price was separated from natural gas pricing initially.But pipeline transmission pricing mechanism still exists many problems,which hinders the deepen reform of natural gas prices.Therefore,how to set the price of natural gas pipeline transmission scientifically and reasonably has been imminent.Because of the scale economies effect,publicity and networked of the natural gas pipeline transportation,it has a strong characteristic of natural monopoly,which will distort the social allocation efficiency,and harm the benefit of the consumers.Therefore,all countries in the world carry out the strict government price regulation.This paper is based on research results of natural gas pipeline transmission pricing regulation model and pricing method at home and abroad to research for natural gas pipeline transmission price method tentatively under government price regulation by using natural monopoly and government price regulation theory.First of all,we reveal China's current shortage of natural gas pipeline transmission pricing and summarize the natural gas pipeline transmission price regulation model,the method to determine the total cost of receivable year service,the charging system and design method of evolution rate and their advantages and disadvantages from developed countries like British and the U.S.in the natural gas pipeline transmission pricing and price regulation model.Secondly,based on the foreign advanced experience and combined the reality of our country,we consider that the rate of return regulation model was suitable for natural gas pipeline transmission pricing in current china and the service cost method,the two-part tariff method and the regional pricing method were also scientific and reasonable for regulation pricing of natural gas pipeline transmission.Based on the rate of return regulation model,the determination method of the natural gas pipeline transportation pricing to the cost and effective assets cost supervision and examination and the return rate of equity capital,allocation of the fixed costs between the reserved cost and used cost under the two-part tariff method,and the distribution standard selection of the total reserved cost and the total used cost in each service area is researched and the model of above is designed.Finally,based on the pipeline transmission projects in the ABC company in F province as an example,we implement the cost supervision and examination and the pricing of the natural gas pipeline transmission of the company ABC according to the specific model and process design and make the rate of pipeline transmission under the different adjustment coefficient of the reservation cost in detail.The reserved cost adjustment coefficient determined and the validity of the model verified are according to the current situation of F province.
