Research On Government Behavior In Natural Gas Price Reform In China

As a kind of clean energy,natural gas is becoming more and more familiar and accepted by people,and plays an increasingly important role in production and life.Over the past decade,China's natural gas consumption has maintained a relatively rapid growth.In 2017 and 2018,it has achieved a high-speed growth.The total consumption has ranked third in the world.The construction of natural gas production,supply,storage and marketing system has made considerable progress,and the reform of natural gas prices has reached a critical stage.Focusing on the hot issue of natural gas price reform,this paper takes the government behavior in the reform as the research object,takes government intervention theory,new public service theory and Public Pricing Theory as the theoretical basis,and conducts research through experience summary method,empirical analysis method and comparative analysis.Firstly,it expounds the history of natural gas price reform in China,combs its historical evolution,summarizes how the government guides the reform of natural gas price in previous price reform initiatives,and analyses the necessity of the reform.Secondly,it makes an empirical analysis of the government's behavior in the reform of natural gas price in China,so as to take PetroChina as an example.Taking natural gas industry chain as an example,from the perspective of enterprises,this paper studies the government behavior and its role in the reform of natural gas price,points out three problems existing in the reform of government behavior,and carries out corresponding reasons analysis.Finally,by drawing lessons from the experience of mature natural gas market reform in the United States and the European Union,it aims at the existing problems.This paper puts forward some countermeasures and suggestions to improve the government's behavior in the process of natural gas price reform in China,with a view to providing reference for the optimization of government's behavior and the ongoing reform of natural gas price.The ultimate goal of this paper is to promote public welfare.Whether it is to improve the policy of natural gas price reform,or to take into account the private interests of suppliers,industry and commerce,public welfare users and citizens in the whole natural gas industry chain,as well as to optimize all kinds of government actions,it is to enhance the well-being of the people,which is the important goal of public management.
