Because of the special selling system of tobacco industry in China,and the number of cigarette users in China is huge,the cigarette products in China are well sold.Our tobacco companies are not focused on improving the performance assessment method.Since 2013,with China’s tobacco control treaty implementation and the marketization reforming of the tobacco industry,the demand and the competition in our cigarette market have changed.More in-depth and detailed problems have taken place.This forces tobacco companies to change their performance assessment methods,and to create new market competitiveness.In view of this,this paper basing on the DZ tobacco companies’ status quo,analysis of its specific problems in the examination which divided into post assessment and departmental performance appraisal,and use modular performance to optimize its evaluation index system and evaluation method,etc.Based on the logic of “Theoretical reference,current analysis,problem and cause analysis,system design,empirical application and benefit analysis",this paper explores the ways to improve the performance appraisal of DZ tobacco company from six aspects.Firstly,we sort out the research and application experience,and concluded the characteristics,differences and development trends of the research.On this basis,we choose the basic categories and classical theories that can be used,and put forward the connotation of modularization assessment to form the theoretical basis of research.Secondly,the paper analyzes the general problems in the performance assessment of China tobacco industry,and analyzes the problems and the causes of the problems in DZ tobacco company’s performance appraisal.These work forms a practical basis for research.Thirdly,based on the modularization assessment proposed in this paper,we design a performance evaluation optimization scheme of DZ tobacco company from four perspectives.The four perspectives includ organizational setting,hierarchical division,index design and process optimization.Fourth,we elaborates the implementation process,and analyze the problems and the countermeasures in the process.Finally,we analyze the implementation benefit,and summarize the implementation experience.These efforts can lead to continuous implementation and optimization of modularization assessment.According to the above research,we can obtain the following conclusions:(1)The research of performance appraisal are derived from the pursuit of profit by enterprises.At present,more and more enterprises realize that theperformance appraisal is very important.The assessment theory and methods are endless,and the performance appraisal in different countries also has different characteristics.In terms of tobacco industry,foreign tobacco enterprises focus on the cultivation and utilization of human resources,while domestic tobacco enterprises focus on the assessment system construction.(2)Our the performance appraisal of tobacco industry is not yet perfect.There are two kinds of universal problems in the two aspects of macro design and micro operation.The major problems include: qualitative work indexes are difficult to assess;Differentiation criteria are difficult to assess;The workload is not commensurate with the assessment.The reasons for these problems are influenced by the industry management system.Tobacco enterprises do not pay attention to the assessment of management staff,and the performance appraisal of China’s tobacco industry is still in its infancy,and the assessment design and operation methods are not yet mature.(3)DZ tobacco company has the conditions for improving performance assessment,including: leadership,careful evaluation,efficient execution,effective training,effective incentives and flexible adjustment.At the same time,the original performance assessment of DZ tobacco company also has three kinds of problems,including the difficulty in determining the difference assessment criteria in the index design and the inattention of the qualitative work assessment indicators.The assessment cycle in the implementation process leads to the difficulty of stimulating unfair and comprehensive review.The results of the assessment are insufficient in the application of the results and lack of mental stimulation.(4)Aiming at the problems and causes,this paper puts forward the system design idea of modularity assessment,including the three content modular design of assessment level,assessment object and assessment index.According to the idea of modularization,the DZ tobacco assessment system is divided into four parts: "establishment organization,division hierarchy,index design and process design".Among them,the establishment of t he organization is to determine the performance strength of the assessment,which is divided into three categories: the assessment leadership organization,the executive organization and the assessment of the self-assessment personnel.The hierarchical design is to complete the target decomposition by clarifying the relationship of each level,and dividing it into three levels of assessment,management staff assessment and first-line personnel assessment of the unit.The content of assessment index,index weight and synthetic scoring formula are designed.The assessment process includes the target decomposition process,the self-assessment process,the review process,the feedback process,the application process of the assessment results,and the assessment training process of 6 sub-items.(5)In the assessment in the process of implementation and improvement,we will inevitably encounter some new problems in the concrete.The tobacco enterprises should insist on the dynamic adjustment,and shows the importa nt information in time,and strengthen communication,and gradually shift employees understanding.The tobacco enterprises should make a full assessment of culture to stimulate the staff’s enthusiasm and initiative.In this paper,we can obtain two innovations.One is the appraisal system design innovation,and puts forward the modular evaluation connotation and characteristics of the formation of a new evaluation scheme design,and on the basis of the tobacco enterprise performance evaluation,evaluation object hierarchy the modular division and assessment content,enrich the performance appraisal method of the application.Second,content and implementation of the strategy innovation appraisal system,closely communication with DZ tobacco company,combining with working practice,puts forward the concrete appraisal scheme design and implementation strategy,covers the assessment organization setting,evaluation index system,evaluation process and application of the assessment results,etc.
