| The Green Growth Strategy has been implemented across the nation since the establishment of ecological civilization was brought into the "Five in One" overall layout in the 18th national congress of the communist party of China.Hainan has always considered ecological environment protection as the highest priority in development;consequently the resulting ecological environment advantages appear to be more prominent in recent years.However,according to the feedback problems from the Central Environmental Protection Inspection Unit,it is still a long way to go to solve the problems in terms of environmental protection in Hainan,especially in rural areas where more serious and harmful environmental problems has been found.The problems in rural areas left over by history regarding to planning,regulations,fund,management,mechanisms,etc.,has brought a great difficulty to promote the comprehensive improvement of the rural environment in Hainan.Dingan,as the backyard garden of Haikou,is under the system of the direct governance of Hainan province,and has a strong practical significance in the study of the comprehensive improvement of rural environment.By taking Dingan as an example,this paper conducted the research on the situation of rural environment comprehensive improvement in Dingan combined with the consideration of opportunities of development of the rural environment under the new environmental protection law.The methods used are literature review,field survey,conversation,and data analysis.Firstly,this paper studied the rural environmental problems in foreign countries as well as domestic problems in the context of new environmental protection law.Secondly,according to the current situation of rural environment comprehensive improvement,rural sewage treatment,livestock and poultry breeding pollution,soil pollution,atmospheric pollution and the specific data and examples of rural living garbage management,this paper determined the problems of rural environment comprehensive improvement in Dingan by visiting,investigating,comparative analysis:1)the top-level design of rural environmental protection is organizationally imperfect;2)the rural environmental protection management mechanism needs to be improved;3)the rural environmental protection technologies and capabilities remain to be improved;4)a serious shortage of rural environmental protection input;5)the lack of education on rural environmental protection.On the basis of this,and in addition to the new environmental protection law,this paper provides the following solutions by taking the experience of other countries for references:1)Accelerate the establishment of the planning and design of environmental protection in Ding’an County,improve the spatial planning of rural areas,implement the"combination of multiple plans",and further coordinating the resources and measures for environmental protection in rural areas;2)strengthening the establishment of the system of environmental protection policies and regulations,accelerating the improvement of specialized rural environmental protection regulations,exploring to develop local environmental protection quality standards;3)endeavoring to improve the public environmental protection management service level,making overall plans for optimization of environmental protection work procedures and institutional structuring,and enhancing informationization and increasing and capital input;4)improving rural environment comprehensive improvement including comprehensive decision-making mechanisms in consideration of environmental protection,investment financing mechanism regarding environmental protection,and rural environmental protection operation mechanism;5)promoting the application of innovated rural environmental protection technologies,adjusting measures to local conditions,enhancing the comprehensive pollution control systems and facilities constructions of rural sewage treatment,domestic waste disposal,and the pollution controls of soil,livestock and poultry pollutants. |
