agency needs to be derived from legal authorization;to analyze the rationality of a unified law enforcement agency,the functions of a river basin organization and the Hejian Office are best suited to become a unified law enforcement agency,with the most comprehensive and integrated nature.The purpose of its establishment is also for the overall prevention and control of river pollution.We will sort out the horizontal and vertical relationships of the unified law enforcement agencies,clarify the relationship between the unified law enforcement agencies and the existing water resources
