Study On The Role Of River-length System In River Basin Pollution Control

Since the 19th CPC National Congress,the state has vigorously advocated"harmonious coexistence between man and nature."as China enters a new era of socialism with Chinese characteristics,people pursue a better and better life,and protecting rivers and lakes is an important part of the construction of ecological civilization.In line with the overall layout of the cause of socialism with Chinese characteristics,"five in one"is the direction of our efforts.To this end,the state issued in November 2016"opinions on the overall implementation of river length system,"and vigorously promoted the implementation of river length system throughout the country,is the party Central Committee,the State Council made a major plan to strengthen the governance of rivers and lakes.in response to that call by the whole country to establish a river system,from the point of view of the long-term system of the river,the long-term system of the river is a new thing,and in the stage of policy implementation,the combination of theory and practice is not enough,and there are disputes and defects,on the basis of this,In this paper,we hope to put forward some suggestions to improve the policy of the river-long system through the study of the subject and the actual case.Taking the"river-long system"as the main research object,taking the pollution control of the Nanliu River in Guangxi as an example,the paper studies the effect of the"river-long system"on the pollution control of the river basin,and analyzes the present situation of the pollution control of the NanliuRiver in the"river-long system".The paper puts forward the problems and the causes of the implementation of the current"river-long system"of the Nanliu River in the present stage,and through the reference of the experience practice of the foreign river basin pollution control,to make innovations,and to seek the measures that can be taken by the"river-long system"in the pollution control of the Nanliu River basin,in order to improve the"river-long system",To improve the water governance system of our country to provide a new thought.
