This paper mainly discusses the internal mechanism of the division of power between two levels of government in China's central government and their impact on the effectiveness of environmental governance.Previous studies mainly focused on the impact of fiscal decentralization on environmental governance and replaced environmental governance decentralization system on environmental governance,but this study directly from the perspective of centralized decentralization to explore China's environmental governance system,that is,China's Central and Provincial Governments Environmental Governance Authority and Disbursement of Duties.The article is divided into five parts:Introduction.Including the significance of research,literature review,research methods,innovations,the article summarizes the relevant literature from many angles,points out the direction of further efforts and the focus of this study.The first chapter is conceptual definition and theoretical basis.Define the relationship between government functions,powers and expenditures,division of powers and fiscal decentralization;comb and compare the theoretical basis for the division of powers and expenditures between the central and provincial governments.The second chapter analyzes the status quo of division of responsibilities between government and expenditure on environmental governance between the central and provincial governments.First of all,it has combed the three courses of the environmental management system change in our country and made a reasonable appraisal of the development trend of the environmental management system in our country.Secondly,it concretely divided the responsibility and expenditure responsibility of environmental management in our country according to the functional departments set up by MEP agencies.Finally,Analyzes the status quo of the division of power and expenditure responsibility of environmental governance in our country and sorts out the existing problems in its division.The third chapter is the frame of division of responsibilities between government and government at central and provincial level.First of all,the paper analyzes the dynamic game between central government and local government in the provision of environmental public goods.Proposition 1:Because of the great heterogeneity of environmental public goods,the decentralization required by local government for the supply of environmental public goods.Proposition 2:When the political risk is big,The division of power and expenditure responsibilities between two levels of intergovernmental government is mainly affected by political risk.The greater the political risk,the more centralized the responsibility and expenditure responsibility division.Whenthe political risk is small,the division of responsibility and expenditure responsibility according to the principle of efficiency.Chapter ?,Empirical Analysis.From the perspectives of pollutant disposal capacity and fiscal expenditure efficiency,this paper empirically tests the impact of environmental governance authority on environmental governance effects.At the same time,we use the progress of science and technology and environmental risk as explanatory variables to examine its impact on the division of environmental governance authority.Based on the above framework analysis,this paper draws the following conclusions:First,the relationship between environmental monitoring decentralization and pollutant disposal shows "U" inverted relationship,the degree of environmental regulatory decentralization,the degree of examination and approval of EIA and the degree of fiscal decentralization and pollution U-shaped relationship between the amount of material handling and the amount of material handling;Second,the relationship between environmental monitoring decentralization degree and the degree of environmental regulatory decentralization and fiscal expenditure efficiency showed "U" type relationship,EIA reviewing power and fiscal expenditure efficiency showed "U Third,the environmental risk has a significant negative impact on the monitoring decentralization and the decentralization of supervision,and has a significant positive impact on the production of the power of examination,approval and decentralization.Fourth,scientific and technological progress is conducive to the centralized control over environmental monitoring powers and environmental regulatory powers.As science and technology advance,the power of EIA approval should be further delegated to local governments.Chapter ?,Policy Suggestions.The conclusion of this paper provides a reference for the current redrawing of the environmental governance authority and expenditure responsibilities in Central China and the reform of the environmental management system.
