Since 2014,the National Development and Reform Commission and the Ministry of Finance have successively promoted the PPP model(Public-Private-Partnership abbreviation,public-private partnership model).PPP has witnessed a wave of development in China.In particular,various PPP projects in the field of infrastructure are rapidly being popularized and popularized,and the implementation of these projects requires specific and specific Mode of operation and build a corresponding project decision evaluation system.In recent years,although the General Office of the State Council,the Ministry of Finance,the NDRC and other departments have released many relevant documents for standardizing and guiding the evaluation of PPP projects in succession,the operation of the PPP project involves a complex set of processes,The implementation will encounter all kinds of complicated problems.On the one hand,what kind of specific operation mode should be chosen for PPP project implementation?On the other hand,what kind of evaluation system should be constructed by PPP project,that is,the project-based evaluation method.These issues are not covered in the relevant government documents,increasing the difficulty of implementing the PPP model selection and evaluation methods.Taking the comprehensive water environment management project as the research object,this paper chooses the PPP mode selection of environmental comprehensive management project of Zhangzhou Taiwanese investment zone as a case to illustrate how to build a more operational project evaluation system and find a more scientific project Evaluation method.The thesis is divided into five parts.The first chapter is an introduction.Based on the social background of the PPP project,this paper expounds the significance of the research,reviews the research status at home and abroad,and introduces the research contents and methods in detail.The second chapter is to study the theoretical basis.The connotation and classification of the PPP concept are also introduced.The advantages and risks of the project itself,the necessity of adopting the PPP model for the comprehensive management of the water environment,the project characteristics and the value-for-money evaluation method are also described.The third chapter is the Zhangzhou Taiwanese investment zone environment comprehensive management project PPP mode selection.From the background of the case,this paper gives a more intuitive exposition of the four content profiles and output specifications that are involved in the project.At the same time,it explains why the PPP mode is selected from two entry points:financing and efficiency.The fourth chapter is Zhangzhou Taiwanese investment environment comprehensive evaluation of environmental PPP project.Beginning with the selection of project evaluation methods,the project evaluation process,results,project financing and efficiency evaluation,deficiencies and suggestions are described separately,and the project evaluation system of this case is fully rationalized.The fifth chapter is conclusion and outlook.The full text is summarized,the existing problems are analyzed,and the future is prospected.
